Request for Information - FEMA Public-Assistance Technical Assistance (PA-TAC) VI Contract
FEMA is conducting market research to identify industry capabilities for the Public Assistance Technical Assistance (PA-TAC) VI contract. This requirement supports the Public Assistance Division within the Recovery Directorate and the Office of Response and Recovery. The agency needs technical and non-professional personnel to assist with site inspections, program delivery management, and technical analysis during Presidentially declared disasters. The current strategy involves a nationwide approach with a staffing roster of 100 personnel per vendor. The contract is expected to use a hybrid structure including Firm-Fixed-Price (FFP), Labor Hour (LH), and Time and Materials (T&M) components. Responses are due by June 3, 2026, and must include company details, business size status under NAICS 541611, and information on existing GSA or DHS contract vehicles. The draft Performance Work Statement (PWS) and RFI questions emphasize financial liquidity, DCAA-compliant accounting systems, and the capacity to manage high-volume invoicing during large-scale disaster deployments. The requirement involves a nationwide strategy where vendors maintain a roster of 100 personnel for site inspections and technical analysis. The PA-TAC VI contract provides Advisory and Assistance Services (A&AS) to support FEMA's Recovery Directorate during disaster response.
