The U.S. Coast Guard Surface Forces Logistics Center (SFLC) is seeking commercial services for the startup, testing, and commissioning of a newly installed Ward Leonard 400HZ Motor-Generator Controller on the CGC Legare. This procurement is a Request for Quote (RFQ) under FAR Part 12, resulting in a Firm Fixed Price Purchase Order. The Coast Guard requires an Original Equipment Manufacturer (OEM) authorized Technical Representative to handle disassembly, inspection, repair, calibration, and commissioning. Work will take place at the U.S. Coast Guard Yard in Baltimore, Maryland, and includes a one-day training session for ship personnel. While open to all responsible sources, the government's justification identifies Fairbanks Morse, LLC as the source capable of providing the required OEM-certified representation due to proprietary rights. A Justification for Other Than Full and Open Competition (JOTFOC) identifies Fairbanks Morse, LLC as the intended provider due to proprietary rights, though the solicitation is open to all sources meeting the requirements. The contractor must provide proprietary system information, software, and specialized tools to ensure the equipment is serviced according to manufacturer standards during all phases of repair and reassembly.
