FEMA Permanent Housing Construction Repairs – Crow Tribe of Montana (DR-4847) Virtual Industry Day

The Federal Emergency Management Agency (FEMA) Region 9 is hosting a virtual Industry Day to engage potential contractors for the Permanent Housing Construction (PHC) Repairs project supporting the Crow Tribe of Montana. This initiative follows the severe storm and straight-line wind event that occurred on August 6, 2024 (DR-4847). Under solicitation number 70FBR826I00000001, FEMA seeks qualified firms to repair approximately 25 properties located in Billings, Montana, and within the Crow Reservation.

The scope of work involves site inspections, the development of cost estimates, habitability repairs, and utility connections. Selected contractors will be responsible for procuring construction materials while ensuring compliance with federal, state, tribal, and environmental requirements, including the Tribal Employment Rights Ordinance (TERO). Evaluation criteria for the project include technical approach, past performance, and price. Prospective offerors must demonstrate residential construction expertise, experience with tribal projects, and the capability to manage supply chain and staffing challenges unique to the Crow Reservation.
