Mentor Protégé Program Broad Agency Announcement

The Missile Defense Agency (MDA) is soliciting eligible mentor and protégé firms to participate in the Department of Defense (DoD) Mentor-Protégé Program (MPP) via this Broad Agency Announcement. This initiative follows the permanent establishment of the MPP under the Fiscal Year 2023 National Defense Authorization Act and adheres to the policies and procedures outlined in DFARS 219.71 and DFARS Appendix I. Performance is localized to Redstone Arsenal, Alabama, under NAICS 541715, which covers Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), and PSC AC13 for National Defense R&D Services; Department of Defense - Military; Experimental Development.

This procurement utilizes a Two-Step Open BAA process for the competitive selection of research proposals. During Step One, interested parties must submit white papers for evaluation; MDA will subsequently invite selected offerors to proceed to Step Two, which involves the submission of a formal proposal, contingent upon the availability of funds. Formal proposals are not being accepted at the current stage. The program is supported by five attachments, including the primary announcement documents, a Rough Order of Magnitude (ROM) table, a quad chart template, and an OCI disclosure form.

Submissions are assigned solicitation number HQ0858-25-S-0001. Responses for this ongoing announcement are accepted through August 30, 2028. The MDA serves as the primary point of contact for this notice, which does not currently utilize a specific set-aside designation.
