Type 4 Subscale Missionization/ Launch Execution Support and Additional Direct Labor Hours to Support Engineering Services; Combined Sources Sought/Notice of Intent to Sole Source HQ014719C0005 Purpose: The Missile Defense Agency (MDA) is conducting market research to support Type 4 (T4) Mission...
View moreMDA is also seeking alternative sources that can provide T4 Subscale Engineering Services, trade service, and re-missionization efforts to support the Missile Defense System test program. If no viable alternate sources are identified, the Government intends to award this effort as part of the aforementioned sole-source contract modification to NGSC under the T4 Subscale contract. Based on currently available information, MDA believes that only NGSC can provide the required services without substantial duplication of cost that is not expected to be recovered through competition and without unacceptable delays based on the fact NGSC has completed all design/development and pre-missionization work. As stated above, MDA does not have data rights for portions of this design and is unable to provide the TDP. The PoP for this effort is anticipated to be executed from September 2026 to September 2030. This notice is intended to meet the requirements of both FAR Part 5 and DFARS PGI 206.103-170.
Description of the Requirement:
Engineering Services are defined as requirements analysis, testing, verification, special studies, and support activities to determine the impact of changes in threats, missions, and tests that require quick reaction analysis and action. Engineering Services are performed on Task Instructions (TIs) with the understanding that implementation is within the present scope/Statement of Work and that it does not change the statement of work or other terms and conditions. TIs are used for quick-turn, pre-priced solutions to execute systems engineering activities including quick-look analysis of potential payload modifications, analysis of alternative test scenarios, studies and analysis, engineering test support and re-missionization.

26-MDA-12354 (28 May 26)
The Missile Defense Agency is conducting market research through solicitation number 26-MDA-12354 to identify potential sources for Type 4 subscale missionization, launch execution support, and associated engineering services for one air-launched Short Range Ballistic Missile target. This special notice serves as a combined sources sought and notice of intent to sole source a contract modification to Northrop Grumman Systems Corporation for work under contract HQ0147-19-C-0005. The agency requires technical support for the T4 and Modified Ballistic Re-entry Vehicle-11 systems, including mission planning, target integration, and flight test execution. This requirement is classified under NAICS code 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) and PSC AC24 NATIONAL DEFENSE R&D SERVICES; ATOMIC ENERGY DEFENSE ACTIVITIES; R&D ADMINISTRATIVE EXPENSES. There is no set-aside, recorded as NONE.
The scope of work includes requirements analysis, testing, and quick-reaction studies to determine the impact of changes in threats and mission scenarios. Technical tasks involve pre-mission analysis for signature and trajectory requirements, post-flight data reduction, and the final assembly and integration of the Carriage Extraction System at forward staging areas. Because the government does not currently possess the technical data package for certain design elements, the agency believes the incumbent contractor is the only source capable of performing the requirements without substantial cost duplication or unacceptable delays. The engineering services are anticipated to be performed from September 2026 through September 2030, with the overall contract period of performance potentially extending through September 2030.
Work will be performed in Chandler, Arizona. Interested parties must submit a capability statement of no more than 25 pages that addresses mission planning abilities, adherence to systems engineering processes, detailed schedules, and cost estimates. All responses are due by June 12, 2026, at 4:00 p.m. Central Time to the primary point of contact, Anita Stanford. Submissions must include the company’s executive summary, business size status, and CAGE code.
