“System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include:
•52.222-25, Affirmative Action Compliance, and
•52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services, paragraph (d).

The Federal Prison System, Bureau of Prisons, has issued an award notice for solicitation 15B21826Q00000012 to provide bread and dairy products for FCI Berlin in New Hampshire. The acquisition was classified under NAICS 311999, All Other Miscellaneous Food Manufacturing, and PSC 8910, DAIRY FOODS AND EGGS. This requirement was partially set aside for small business concerns, specifically a 100% SBP Small Business Program set-aside for the bread portion, while the dairy portion remained unrestricted. Jessalynn Laflamme served as the primary point of contact for this requirement, which resulted in the publication of a bid results worksheet on June 10, 2026.
The scope of this contract involves the delivery of subsistence items for the fourth quarter of fiscal year 2026, with performance scheduled to begin on July 1, 2026, and conclude on September 30, 2026. Deliveries must adhere to strict temperature requirements, with non-frozen perishable foods maintained between 34 and 40 degrees Fahrenheit and frozen items kept at 0 degrees Fahrenheit or below. All shipments are designated as Freight on Board (F.O.B.) destination to the FCI Berlin facility located at 1 Success Loop Road, Berlin, New Hampshire.
The government utilized a multiple-award rationale based on line-item pricing to ensure best value. Evaluation criteria included price reasonableness and a go/no-go assessment of past performance, specifically focused on the timeliness of deliveries and order accuracy. Awards exceeding the $15,000 micro-purchase threshold were issued as firm-fixed-price purchase orders, while awards below that threshold were executed via Government Purchase Card transactions. The formal record of the award is documented in the attached file, FY26 4th QTR Winning Bread and Dairy Bids.xlsx.
