HYPERSPECTRAL IMAGING FLIGHTS FOR GLERL

The National Oceanic and Atmospheric Administration (NOAA) Western Acquisition Division intends to negotiate a sole source purchase order with Aerial Associates Photography Inc. for hyperspectral imaging flights. These non-personal services support the Great Lakes Environmental Research Laboratory in detecting and mapping harmful algal blooms across Lake Michigan, Lake Erie, Lake St. Clair, and Lake Huron. This requirement is federally mandated under the Harmful Algal Bloom and Hypoxia Research and Control Act to monitor algal growth and toxicity throughout the Great Lakes region. Performance is scheduled to run from the date of award through December 30, 2026, in Michigan.

No set-aside is to be used for this requirement as the sole source determination is based on the vendor being the only regional source with a modified aircraft capable of mounting the government’s hyperspectral data imager. The vendor must also be prepared to fly on short notice in response to unpredictable algal bloom developments.
