THIS IS A NOTICE OF INTENT (NOI) TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Federal Railroad Administration (FRA) intends to award a sole‑source, firm‑fixed‑price contract to Railinc Corporation to perform Predicted Signal Phase and Timing for Blocked Crossing Mitigation Phase 1. FRA’s authority for this work is established under 49 USC §20108(a) and 49 CFR &s...
View moreTo further reduce potential for vehicle delays, FRA R&D has developed a cloud-based application that can predict crossing encumbrances, including start times and durations. This centralized approach requires no additional wayside or roadside infrastructure and allows railroads to maintain strict control over data access. Making both current and predicted encumbrance data available will enable emergency responders to plan routes with less guesswork, leading to reduced response times and improved public safety.
The primary goals of this phase 1 effort are to design, develop, test, and evaluate a cloud-based system that provides emergency communications centers (ECCs) with timely, predictive insight into grade crossing encumbrances. The solution will use rail data assets, operational integrations, and enterprise cloud infrastructure to minimize technical risk, accelerate deployment, and establish a scalable foundation for future expansion.
Railinc Corp. is the only entity equipped to receive and process business competition sensitive data from US freight railroads to perform software-as-service functions. Railinc has standing data handling agreements with railroads and that will be necessary to complete the project.

The Federal Railroad Administration (FRA) intends to award a sole-source, firm-fixed-price contract to Railinc Corporation to execute the Predicted Signal Phase and Timing for Blocked Crossing Mitigation Phase 1 project. The primary objective is to support the technology transfer of the FRA-developed C-V2X Predicted Signal Phase and Timing (SPaT) application through development and testing within a field operational environment involving a U.S. Class 1 railroad. This initiative utilizes a cloud-based application designed to predict crossing encumbrances, including start times and durations, without requiring additional wayside or roadside infrastructure. By providing emergency communications centers with predictive insights into grade crossing status, the project aims to help emergency responders plan routes more effectively, reducing response times and improving public safety.
This requirement is categorized under NAICS 541511 for Custom Computer Programming Services and PSC AS11 for Transportation R&D Services; Surface Transportation, Public Transit, and Rail; Basic Research. Railinc Corporation is identified as the sole entity capable of processing business competition-sensitive data from U.S. freight railroads due to existing data handling agreements necessary for the software-as-a-service functions. The project will leverage rail data assets and enterprise cloud infrastructure to establish a scalable foundation for future expansion. There is no set-aside designated for this action, which is conducted under the authority of FAR 6.302-1 for only one responsible source.
The period of performance for this contract is 12 months from the date of award, with work centered in Cary, North Carolina. Although this special notice is not a request for competitive proposals, interested parties may submit capability statements to the point of contact, Akwasi Kankam, by the response deadline of June 29, 2026. Submissions must demonstrate the ability to perform the work without disruption or loss of program continuity. The notice was published on June 10, 2026, and contains no associated attachments.
