The Department of the Air Force, specifically the AFSC PZIOC at Tinker Air Force Base, has issued solicitation FA8137R0039 for the design and implementation of a monitoring and control system for the Industrial Wastewater Control System (IWCS) at Building 62516. This pre-solicitation notice is reserved for current MACC-BOA holders under the SBA (SBA) set-aside program. The project is classified under NAICS 237110 for Water and Sewer Line and Related Structures Construction and PSC Z2NE for Repair or Alteration of Water Supply Facilities. Performance will take place in South Coffeyville and at Tinker Air Force Base, Oklahoma.
The selected contractor must provide all materials, labor, tools, and equipment necessary to deliver a fully functional system. Scope requirements include conducting site investigations to verify existing conditions and identifying the logistical, architectural, and structural elements needed to fulfill the Statement of Work. Because performance involves working near flight lines and maintenance areas, personnel must undergo Foreign Object Damage (FOD) awareness training. The government has provided eleven initial attachments, including a Statement of Work, project documents, and as-built information, though certain large files and CAD drawings are restricted to firms that participate in the mandatory site visit process.
Submissions are due by June 1, 2026. Participation in a mandatory site visit scheduled for June 1, 2026, at 10:00 A.M. is required for proposal eligibility. Prospective bidders must RSVP with Entry Authorization List (EAL) information by May 22, 2026, to secure base access and receive additional order documents not available on the public solicitation page. Sharla Flowers serves as the primary point of contact for this requirement.
