COMBINED SYNOPSIS/SOLICITATION THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, and FAR 13.5, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. Provisions and clauses in effect through Federal Acquisition Circular 2023-0004 are incorporated. It is the contractors responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at: https://www.acquisition.gov/. This announcement constitutes the only solicitation, a written solicitation will not be issued. Paper copies of this solicitation will not be available. This combined synopsis/solicitation shall be posted on both SAM and NECO (https://www.neco.navy.mil) The NAVSUP Fleet Logistics Center (FLC) Norfolk intends to acquire on a sole source basis rats and mice of various strains and White New Zealand rabbits via a single award Indefinite Delivery Indefinite Quantity contract with the ability to issue Firm Fixed Price Delivery Orders. The NAICS code is 112990, with a size standard of $2.75M. The IDIQ will contain a 5 year ordering period, anticipated to begin on 01 February 2024. ESSENTIAL CHARACTERISTICS Naval Medical Research Unit San Antonia (NAMRU-SA) has a requirement for an Indefinite Delivery Indefinite Quantity (IDIQ) contract that provides for the delivery of up to 22,000 rats and mice of various strains and 700 White New Zealand rabbits per 5-year ordering period. Rodents shall be of varying strains, sex (gender), ages and weights (refer to List of Animals). All animals (rodents) shall be raised and housed in an environmentally controlled facility and shall be purpose bred for research. Vendor shall ship no more than thirty (30) mice per crate; no more than two (2) rabbits per crate; and no more than eight (8), 42-48-day old rats per crate. There shall be less than eight (8) rats per crate if older than 49 days. More than eight (8) rats can be shipped per crate if younger than 42 days. Rats and mice of different ages, weight categories, or sex shall not be shipped within the same crate. All animal shipments shall adhere to the U.S. Department of Agriculture (USDA) regulations for covered species and per requirements by the Office of Laboratory Animal Welfare (OLAW) and International Air Transport Associated (IATA) Live Animal Regulation (LAR) specifics for all animal shipments to include air, rail and truck shipments. Health certificates shall be provided for all species specified by the Animal Welfare Act (AWA) and Office of Laboratory Animal Welfare (OLAW) regulations. Mice and rats shall have a minimum of facility health monitoring report sent with each shipment. Vendor shall adhere to all U.S. Department of Agriculture (USDA), OLAW and Associated for Assessment and Accreditation for Laboratory Animal Care International (AAALAC) regulations and requirements. NAVSUP Fleet Logistics Center Norfolk Philadelphia Office (NAVSUP FLCN) intends to award a single-award Indefinite delivery Quantity (IDIQ) type contract on a sole source basis to Charles River, 251 Ballardvale Street, Wilmington MA, 01887-1006. The awarded contract for the above requirement is for commercial supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR Part 13.106-1(b), soliciting from a single source. Interested parties may identify their interest and capability to respond to future similar requirements; however, this notice is not intended to be a request for competitive quotations from any source. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on response received is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this notice.
