2. Minimum Functional Requirement

If the lowest priced quote is deemed technically acceptable, the next lowest priced quote will be evaluated to ensure competition exists. Evaluation will continue in order by price until two quotes are deemed technically acceptable; all proposals may not be evaluated for technical acceptability.
