For the proposal, all "if applicable" items shall be priced as if they are all applicable. Any proposals with these items not priced will be deemed unacceptable.
Site Visit:
A site visit for any interested parties will be held on January 6th, 2026 at 2:00 PM MST to walk through the facility and have any questions related to the design-build or technical aspects answered. This site visit is not mandatory, and all relevant questions will be recorded and posted to the solicitation after.
All interested parties will need to meet at the visitor's center at 1:30 PM local (MST) to acquire day passes if you do not have base access already. The visitor's center is located just north of the main gate, on the west side of the highway. If you stay to the right as you approach the base, you can turn into the visitor center's parking lot about 100ft before the manned gate. Attempting to enter the base without a pass will result in a lengthy delay. We will be leaving the visitor's center at 2:00 PM local time (MST).
Per the evaluation factors,
Questions must be submitted no later than 3:00 PM local (Mountain), Jan 12th, 2026
Proposals must be submitted no later than 12:00 PM local (Mountain), Jan 28th, 2026
Questions shall be directed to both POCs.
The Department of the Air Force, specifically the 366th Contracting Squadron at Mountain Home Air Force Base, Idaho, has issued solicitation FA489725R0008 for the replacement of the fire alarm system in Building 2320, the Sagebrush Inn. This requirement is classified under NAICS 236220 for Commercial and Institutional Building Construction and PSC Z2FZ for Repair or Alteration of Other Residential Buildings. There is no set-aside designated for this procurement. Proposals are due by January 28, 2026, and the project documentation currently includes 29 attachments, such as updated statements of work, RFI responses, and Davis-Bacon Act wage determinations.
The project utilizes design-build services to replace an antiquated and non-compliant fire alarm system with a new addressable system. The scope includes developing a complete design with specifications and analysis, followed by demolition, installation, and commissioning in accordance with Unified Facility Criteria. The performance period is anticipated to be 407 calendar days from the notice to proceed, divided into three phases: a 212-day design phase, a construction phase, and a final phase for testing, demobilization, and close-out. Because the facility will remain occupied by personnel during performance, the contractor must minimize mission disruptions.
Evaluation of proposals requires all optional or "if applicable" items to be priced. Recent amendments to the solicitation, including Amendment 0003, have extended the response deadline and updated the statement of work to reflect site visit remarks and RFI responses. The point of contact for this requirement is Cameron Smith. All work will take place at Mountain Home Air Force Base.
