Other Transaction Agreement Solutions Offering (OTASO) for TechAccess: AI-Ready America Program

The National Science Foundation (NSF) Directorate for Technology, Innovation and Partnerships (TIP) is seeking a National Coordination Lead for the TechAccess: AI-Ready America program. This effort uses Other Transaction (OT) authority rather than standard FAR-based contracting. The selected organization will manage national coordination, technical assistance, and AI deployment support to facilitate knowledge sharing across the initiative. The agreement is structured for a five-year term with an estimated value of $25 million. The National Lead will oversee seven workstreams, including state-level hub coordination and catalyst award competitions. Proposals are due July 21, 2026, with performance based in Alexandria, Virginia. Requirements include a 20-page narrative limit and a 0.75 Full-Time Equivalent (FTE) commitment for the lead role. The selected organization will manage program documentation, partner engagement, and catalyst award competitions to support state-level hubs. The National Lead will manage the TechAccess: AI-Ready America program to accelerate AI adoption across the U.S. in coordination with the USDA, DOL, and SBA.
