Specific requirements are identified in the Market Survey - Draft Statement of Work, attached. Any vendor that believes it can provide these services is invited to submit a capability statement (in contractor format but must include the attached Capability Statement questions and responses) addressing its abilities to meet all the requirements identified below and in the attached Market Survey - Draft Statement of Work.
The contract that may result from this market survey is anticipated to be a Firm-Fixed Price with limited Time and Material Support Contract Line Items (CLINS) for a base period of performance of one (1) year and one (1), one year option period.
At this time the nature of any final competition for a contract that may result from this market survey has not been determined. The FAA may decide to do a full and open competition or set aside all or part of an anticipated procurement for small businesses. The Principal North American Industry Classification System (NAICS) size standard code for this requirement is 811210 Electronic and Precision Equipment Repair and Maintenance with a small business size standard of $34 Million average annual receipts.
PURPOSE:
This market survey is designed to provide information for the FAA to consider in choosing the method and type of procurement competition. The failure to obtain adequate and appropriate small business participation may result in a determination to conduct this procurement under other competitive procedures.
REQUIREMENTS FOR EXPRESSION OF INTEREST:
In order to help the FAA make this determination and for a submission to be considered responsive, the FAA requires the following information from interested vendors:
a. Capability Statement (attached)
b. Completed Business Declaration Form (attached)

The Government is not liable for costs associated with the preparation or submittal of inquiries or responses for this announcement and will not reimburse any firm for costs incurred in responding to this public announcement. Responses will not be returned. Since this is a sources sought announcement, no evaluation letters or results will be issued to the respondents. No solicitation exists at this time. If a solicitation (known as a “Supplier Information Request” or “SIR” at FAA) is issued, it will be announced under the FAA's contract opportunities on the SAM.gov web page. It is the Offeror’s responsibility to monitor this site for the release of the solicitation.
The Federal Aviation Administration (FAA) issued this sources sought notice, solicitation number 693KA8-26-S-03080, to identify potential sources for national maintenance and logistics support services. The requirement covers Northrop Grumman manufactured Rapid Deployment Voice Switch (RDVS) systems, as well as technical support for Enhanced Terminal Voice Switch (ETVS) and Small Tower Voice Switch (STVS) systems. These systems facilitate voice communications switching in Air Traffic Control and Automated Flight Service Station facilities, connecting specialists, controllers, and aircraft. The anticipated contract structure is firm-fixed-price with limited time and material line items, consisting of a one-year base period and one single-year option.
The scope of work for the RDVS systems includes component repair, logistics, provision of consumable materials, test bed maintenance, and engineering services. Support for ETVS and STVS is limited to maintenance engineering services. Because Northrop Grumman maintains proprietary rights to the hardware, software, and drawings, interested vendors must demonstrate the ability to obtain required parts from the original equipment manufacturer, as substitutions are not permitted. This market survey is classified under NAICS code 811210, Electronic and Precision Equipment Repair and Maintenance, and PSC code Z1BG, Maintenance of Electronic and Communications Facilities. There is currently no set-aside designated for this procurement.
Responses are due by June 15, 2026, and must be submitted electronically to the contracting officer, Donald Sumner. Submissions must include a capability statement not exceeding 15 pages and a completed business declaration form. The FAA will use the information gathered from this notice to determine the acquisition strategy, including whether to conduct a full and open competition or a small business set-aside. Six attachments accompany the notice, including a draft statement of work, system specifications, and site lists for the RDVS, ETVS, and STVS equipment.
