Solicitation Notice: ERCIP Rock Island Arsenal Microgrid
The U.S. Army Corps of Engineers (USACE) Louisville District is procuring a power generation and microgrid system for the Energy Resilience Conservation Investment Program (ERCIP) at Rock Island Arsenal, Illinois. This Design-Bid-Build project includes 14MW natural gas generators, 3MW solar photovoltaics, and a 400kW/1.6MWh battery energy storage system (BESS). The solicitation (W912QR26RA044) is full and open with a HUBZone price evaluation preference. Construction magnitude is estimated between $25 million and $100 million. Proposals are due June 18, 2026, with a 902-day performance period. Access to technical drawings requires SAM registration and a Basic confidence level in the Supplier Performance Risk System (SPRS). Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self) is required for award. This is a full and open procurement with a HUBZone price evaluation preference. Access to technical drawings and specifications is restricted because they contain Controlled Unclassified Information (CUI). To obtain these documents through PIEE, firms must have an active SAM registration and a Basic confidence level assessment in the Supplier Performance Risk System (SPRS). The microgrid must integrate with existing Schweitzer Electronic Laboratories (SEL) electrical distribution and Allen-Bradley SCADA systems.
