View moreOffers will need to include a completed Rental Proposal Worksheet, proof of registration in www.sam.gov (i.e. active CAGE code), and the existing floor plan. Attached is a copy of the lease document, the general conditions, the construction specifications, the janitorial specifications, the rental proposal worksheet, and instructions for System for Award Management (SAM) registration. Thoroughly review all documents and make sure that you agree to the terms presented. The first four (4) pages of the lease have negotiable terms; however, the general conditions are standard and are not negotiable and must be accepted as written and shown on the attached file. Review the construction specifications completely as they stipulate additional lessor responsibilities.
Leases are negotiated for a 5-year term, but they include a clause stating the Government can terminate giving reasonable days’ notice. In order to incorporate firm term years, meaning the Government cannot get out of the lease for a specified period of time, we ask the lessor to provide a significant contribution towards the build-out costs. Five year firm term leases are generally not considered.
Following are the factors that will be considered when evaluating bids/offers:
Additional information regarding this solicitation may be obtained from Monalisa Zewatski by email at [email protected]. Proposals are due no later than 5:30 pm on 05/05/2026.
The U.S. Army Corps of Engineers, Louisville District, is soliciting offers for commercial retail or office space to serve as an Armed Forces Career Center in Del City, Oklahoma. Under solicitation W912QR-DELCITYOKFY26, the government requires approximately 1,778 usable square feet of space within a delineated area bounded by Northeast 16th Street, Northeast 4th Street, North Lottie Avenue, and Interstate 235. This requirement is classified under NAICS 531190 for Lessors of Other Real Estate Property and PSC X1AA for Lease/Rental of Office Buildings.
The proposed site must feature a secondary egress, daytime janitorial services, and adequate signage for maximum visibility. Parking requirements include 24/7 designated spaces for four government-owned vehicles and additional parking for employees and customers within four blocks of the facility. The government may eliminate sites from competition if they are located adjacent to non-compatible businesses such as adult entertainment shops, dispensaries, gun shops, or liquor stores. While leases are generally negotiated for five-year terms with a termination clause, the government may consider firm term years if the lessor provides a significant contribution toward build-out costs.
Complete offers must be submitted by 5:30 pm on May 5, 2026, to the point of contact, Monalisa Zewatski. Submissions must include a rental proposal worksheet, an existing floor plan, and proof of active registration in SAM.gov. Evaluation factors include the location, ability to meet all construction and security specifications, competitive costs, and qualitative ratings for mission suitability. The solicitation is supported by nine attachments, including construction and janitorial specifications, proposal worksheets, and agency agreement exhibits.
