24--KS-FLINT HILLS NWR - AGRICULTURE UTILITY TRACTOR

The U.S. Fish and Wildlife Service (FWS) SAT Team 2 is purchasing a 125HP Agriculture Utility Tractor for the Flint Hills National Wildlife Refuge. This acquisition includes the delivery of a new unit and the trade-in of a 2014 John Deere 6125R tractor. Amendment 0001 changed the solicitation from a small business set-aside to unrestricted because previous quotes did not provide fair and reasonable pricing. The government will evaluate offers based on a best-value tradeoff involving technical capability, past performance, price, and the trade-in credit. Quotes are due June 19, 2026, and must be delivered to Hartford, Kansas. All previous bidders must resubmit their quotes under the new terms to remain eligible. Amendment 0001 opened the competition to all businesses after the initial set-aside failed to yield reasonable pricing. The acquisition includes a trade-in of a government-owned 2014 John Deere 6125R tractor with 1,509 hours and documented body damage.
