The National Institutes of Health (NIH) and the National Institute on Drug Abuse (NIDA) have issued a pre-solicitation notice for the Gateway to Research Opportunities for the Workforce (GROW) Program. This research capacity-building initiative is designed as a two-year training program to prepare students to become competitive applicants for research training programs at research-intensive institutions, such as the NIH Intramural research training programs. The procurement is classified under NAICS 611310: Colleges, Universities, and Professional Schools and PSC U005: Education/Training- Tuition/Registration/Membership Fees. There is no set-aside designated for this requirement.
The program consists of two distinct tracks based on career level, and offerors may only quote for one track. The high school track focuses on training students from American Indian/Alaska Native (AI/AN) communities for STEM-M careers through a curriculum that includes a Traditional Knowledge component. The undergraduate track targets students from resource-limited institutions (RLIs) who have little to no prior research experience. For both tracks, offerors must develop a seven- to eight-week summer program supplemented by fall and spring enrichment activities. These programs must introduce students to clinical and basic research, neuroscience, mental health, and professional development while fostering mentor-mentee relationships.
The anticipated period of performance includes a 12-month base period and one 12-month option period, with performance located in Bethesda, Maryland. NIH intends to award one or multiple fixed-price purchase orders, which are not expected to exceed the simplified acquisition threshold. The official Request for Quotations (75N98026Q00122) is expected to be published on or about June 17, 2026, with a response deadline of June 16, 2026. Rieka N. Plugge is the designated point of contact for this requirement.
