Solicitation Number: 36C24621R0037 Notice Type: Pre-Solicitation Synopsis: VA Pre-Solicitation Notice for VISN 06 Adult Day Health Care The Department of Veterans Affairs, Network Contracting Office (NCO 06), Hampton, VA on behalf of Fayetteville VA Medical Center intends to solicit proposals in the future from contractors (CADHC) in the following counties in North Carolina: Cumberland, New Hanover, and Sampson. This pre-solicitation announcement publicizes the Department of Veterans Affairs future intent, to solicit Community Adult Day Health Care services at the contractor s facilities, under an Indefinite Delivery Indefinite Quantity Contract in the parts of the VISN 06 geographical footprint specified above. The VA anticipates issuing an open and continuous solicitation for this requirement. The VA will accept proposals throughout the current year until 12/20/2021. The solicitation will be available for download from https://beta.sam.gov/ under Contract Opportunities. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies are available. The solicitation will provide instructions to contractors about the proposal submission process. Prospective Offerors are encouraged to register their interest in the solicitation on the Beta SAM website so that they are notified of the issuance of the solicitation and any amendments. Proposals will be evaluated for award on a periodic basis. In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in the System for Award Management (SAM) database under the applicable NAICS Code. Firms may obtain SAM information at https://www.sam.gov. To be eligible for award, contractors must be registered in SAM. Registration is free and potential offerors are encouraged to visit the SAM website and register as soon as possible. NAICS Code is 624120 (Services for the Elderly and Persons with Disabilities) with a small business size standard of $12 million. The classification code is G004. This requirement will be solicited on a competitive basis. There is an anticipation of multiple awards from this solicitation, which will be made commensurate with the needs of Fayetteville VA Medical Center. All responsible sources may submit proposals. The VA will consider for evaluation only proposals from sources found to be responsive and responsible. The VA will only consider proposals from contractors who are Adult Day Health Care facilities and licensed by the State of North Carolina and who are Medicaid qualified. Patient placements in adult day health care facilities are based on availability of facilities in a geographical location and the desires of the veterans and their respective families. Because it is impossible to determine actual usage of any particular contract facility, the VA uses Indefinite Delivery/Indefinite Quantity contract vehicle.
