V225--ALS/BLS Ambulance and Wheelchair Van Transports for New Castle & Area Counties in DE, PA, and NJ

The Department of Veterans Affairs is establishing a five-year Indefinite Delivery / Indefinite Quantity (IDIQ) contract for Advanced Life Support (ALS), Basic Life Support (BLS), and wheelchair van transportation services. This contract supports the Wilmington VA Medical Center and covers patient transports in New Castle County, Delaware, as well as specific counties in Pennsylvania and New Jersey. The performance period runs from July 1, 2026, through June 30, 2031. Amendment 0002 updated the Price Schedule to standardize mileage and wait times, including 15 miles and 30 minutes of wait time for wheelchair van services. Billing is limited to loaded trips, where a patient is present in the vehicle. Compliance requirements include regional wage determinations for multiple counties and mandatory security protocols, such as Information Security Rules of Behavior and a Business Associate Agreement for the management of Protected Health Information (PHI). The VA is seeking an IDIQ contract for ambulance and wheelchair van services supporting the Wilmington VA Medical Center across Delaware, Pennsylvania, and New Jersey. The contractor will provide ambulance and wheelchair van services for the Wilmington VA Medical Center under a five-year IDIQ contract.
