1. INTRODUCTION / BACKGROUND. Commander, Navy Region Hawaii (CNRH), Code N6, currently operates a proprietary Lenel OnGuard Access Control System, Version 8.2, supporting the physical security infrastructure at Joint Base Pearl Harbor-Hickam (JBPHH). The Government is conducting market research to identify capable commercial sources that can provide the required Lenel OnGuard Enterprise software upgrade to Version 8.3, associated software licensing, database upgrades, and professional support services necessary to maintain and support the existing system environment.

The Government is contemplating a brand-name only acquisition for Lenel OnGuard Enterprise software and associated support services due to compatibility, interoperability, licensing, cybersecurity, warranty, and operational requirements associated with the existing installed system environment. However, this Sources Sought notice is being issued for market research purposes in accordance with FAR Part 10 to determine whether capable commercial sources exist that can satisfy the Government’s minimum requirements.
Interested vendors are encouraged to review the attached draft Statement of Work (SOW) for additional details regarding the contemplated requirement.

3. SUBMISSION REQUIREMENTS. Interested sources capable of meeting the requirements identified in this notice shall submit a capability statement not exceeding three (3) pages, excluding cover page and table of contents. Responses shall be concise and specifically address the Government’s requirements.
