F--Sources Sought: Oil Well Plugging at JELA

The National Park Service, under DOI NPS CONOPS Strategic, is issuing this Sources Sought notice to identify firms capable of plugging three oil and gas wells within the Barataria Preserve of Jean Lafitte National Historical Park and Preserve. The project scope involves reclaiming former well sites by replugging and abandoning wells as necessary, in addition to removing and reclaiming flowlines, surface equipment, and debris. These materials remain from operations that were primarily abandoned in the 1960s prior to the establishment of the park. Funded through Fiscal Year 2025 Bipartisan Infrastructure Law - Energy Community Revitalization Program appropriations, the project is currently being considered for either FAR 14 Sealed Bidding or FAR 15 Best Value Trade-Offs acquisition methods.

This requirement is classified under NAICS code 213112 for Support Activities for Oil and Gas Operations and PSC F015 for Natural Resources/Conservation- Well Drilling/Exploratory. The notice includes an SBA Small Business Administration set-aside. Formal responses are used to assist the agency in directing the acquisition toward a successful procurement path but are not a requirement for future participation in the solicitation.
