Ship Management and Training Support for USCGC STORIS
The United States Coast Guard is conducting market research to identify sources for ship management, maintenance, crew services, and training for the USCGC STORIS. This vessel, formerly the M/V Aiviq, is part of the Commercially Available Polar Icebreaker program and is undergoing reactivation for Arctic operations and national security missions. The Coast Guard is using this Request for Information to gather industry feedback for a potential procurement covering lifecycle services and operational support. The operational model involves a government-owned, contractor-operated vessel based in Seattle, Washington. Due to the remote and harsh environments of the Arctic, the vessel requires high reliability and system redundancy. A central requirement is training a Coast Guard crew to operate the vessel independently using the EDGE methodology under a USCG Commanding Officer. This research may lead to a contract with a hybrid structure of Firm-Fixed-Price, Time-and-Materials, or Cost-Reimbursement line items. The anticipated performance window begins November 15, 2026. The USCGC Storis will operate under a government-owned, contractor-operated (GOCO) model based in Seattle, Washington. This location serves as the hub for deployments to Arctic mission areas. Because the vessel operates in remote regions with minimal shore support, the Coast Guard requires high levels of system redundancy and comprehensive lifecycle maintenance. Operations will be based at a shore hub in Seattle, Washington, to support missions in remote maritime environments.

The purpose of this RFI is to obtain capability information, industry feedback, and best practices to inform a potential future procurement. This is not a Request for Proposal (RFP) or Request for Quotation (RFQ), and no contract will be awarded from this announcement.
BACKGROUND
USCGC Storis is a government-owned, complex, ice-capable offshore vessel originally designed for Arctic operations. The vessel is being prepared for Coast Guard service and will support missions that include:
Operations will be staged from a temporary berth and primary shore hub in Seattle, Washington, to minimize transit time to Arctic and other mission areas. The cutter is expected to operate in remote and harsh environments, including open water and ice within the vessel’s classification and capabilities, where shore-based support is limited. As a result, onboard reliability, maintainability, and redundancy of critical systems are essential.
Following the ongoing reactivation and outfitting activities, the government requires comprehensive lifecycle services to:
PERIOD OF PERFORMANCE
