Enterprise Data and Analytics Modernization Initiative Data Quality

The Federal Emergency Management Agency (FEMA) is conducting market research to identify contractors capable of supporting the Enterprise Data and Analytics Modernization Initiative (EDAMI). The agency needs to modernize its data management processes and architecture to resolve gaps in data quality and governance. This effort uses a business and enterprise architecture approach aligned with the Federal Enterprise Architecture Framework (FEAF) across more than 100 systems. While the EDAMI program office has reached initial operating capability for its FEMADex analytics platform—built on Azure and Databricks—the program faces data quality issues in its ETL pipelines. These issues are largely due to inconsistent data preparation and documentation. The required services will focus on improving governance, standardizing nomenclature, and defining key performance indicators (KPIs) to help users better utilize the data fabric. Responses are due by June 12, 2026, and will inform the acquisition strategy. Work will be performed in Washington, DC. FEMA has issued an RFI to identify expertise for the Enterprise Data and Analytics Modernization Initiative (EDAMI), focusing on data management and architecture modernization. Partner with FEMA's Enterprise Architecture and Data Enablement divisions to create a data governance framework and architecture roadmap.
