NOTICE OF INTENT GLOBAL CROP ANALYSIS PROJECT This is a notice of intent to solicit from a single source. The US Geological Survey (USGS) intends to award an Indefinite Delivery-Indefinite Quantity (IDIQ) contract to the Bay Area Environmental Research Institute (BAERI) at Moffett Field, CA for a Global Crop Analysis Project. The IDIQ will be a single award, firm-fixed priced, and not to exceed five years. This project requires multiple global cropland mapping products for using Google Earth Engine (GEE) computing using MODIS, Landsat, and other satellite sensor data such as Sentinels by developing supervised and/or unsupervised machine learning algorithms (MLAs) such as the random forest algorithm, support vector machines, and isoclass/k-means clustering, all developed and run on GEE leading to automated cropland classification algorithms (ACCAs). Due to massively large datasets, this computing must be done on Google Earth Engine (GEE) cloud computing using in-house proprietary automated algorithms. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b), FAR 13.5, and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. BAERI is, to the USGS' knowledge, the only source who can provide these services, as the algorithms developed by this vendor is proprietary and is a continuation of previous analyses.
