Justification for Other Than Full and Open Competition - Regional Multiple Award Construction Contract - USCG Region 5 Modification

The United States Coast Guard (USCG) Shore Infrastructure Logistics Center Construction intends to modify the Region 5 Indefinite Delivery Indefinite Quantity Regional Multiple Award Construction Contract (RMACC) under solicitation number HSCG50-16-R-CGRMAC. This modification increases the maximum contract value and extends the ordering period by one year to align with the RMACC III re-procurement schedule. As of January 24, 2025, approximately $22 million in capacity remains; the additional spending authority and extension through June 2026 are required to support sustained performance and complete mission-critical construction requirements for the USCG and Department of Homeland Security within USCG District 5.

The requirement is classified under NAICS 236220 for Commercial and Institutional Building Construction and PSC Z2AA for the repair or alteration of office buildings. The existing Region 5 RMACC is set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). This justification for other than full and open competition does not change the nature of the work or any other existing terms and conditions.
