Solicitation Notice: ERCIP Lake City Army Ammunition Plant Microgrid and Combined Heat and Power
The U.S. Army Corps of Engineers (USACE) Louisville District is seeking proposals for a construction project at the Lake City Army Ammunition Plant (LCAAP) under the Energy Resilience Conservation Investment Program (ERCIP). The work involves installing a microgrid and a combined heat and power (CHP) system in Independence, Missouri. The estimated project value is between $25 million and $100 million, likely toward the higher end. This is a full and open competition with a HUBZone price preference. Technical plans and specifications are restricted because they contain Controlled Unclassified Information (CUI) and Federal Contract Information (FCI). To access these via PIEE, contractors need an active SAM registration and a BASIC confidence level assessment in the Supplier Performance Risk System (SPRS). Information systems used for this project must meet CMMC Level 2 (Self) standards. The ERCIP project at LCAAP involves building a microgrid and a 15 MW combined heat and power (CHP) system. The plant will use two 7.5 MW combustion turbines capable of running on natural gas or propane. Infrastructure includes heat recovery steam generators (HRSGs) with exhaust duct firing, a black start diesel generator, and the electrical distribution and underground duct banks needed for facility in…
