Description: Contract Information: The U.S. Army Corps of Engineers, Northwest Division, Seattle District intends to seek approval in accordance with 10 U.S.C. 3204(a)(1) & RFO FAR 6.301-1 (b), “One responsible source” for Justification and Approval (J&A) to increase the capacity on the subject contracts associated with this solicitation number (W912DW17R0003): W912DW19D1020 W912DW19D1021 W912DW19...
View moreThe total capacity of the initial MATOC was $75,000,000, for a total duration of five and half years if all options were exercised. The Seattle District is seeking to increase capacity on this MATOC by $10,000,000, which will make the overall capacity total of $85,000,000.
This increase in shared capacity is necessary to address requirements which were not anticipated at the time of the initial contract solicitation. The unexpected rise in mission requirements of existing task orders necessitated increased capacity to ensure coverage of these ongoing requirements. With additional capacity, the current PRAC MATOC can provide the necessary support with little or no delay or duplication of costs attendant to establishing a new suite of remediation contracts.
Work under this contract will be subject to satisfactory negotiation of individual task orders modifications. The PRAC will support existing and future USACE customers of the five Districts (Seattle, Walla Walla, Portland, Kansas City, and Omaha) within the Northwestern Division of the Army Corps of Engineers (USACE), which has a geographic footprint covering the following states: Washington, Oregon, Idaho, Montana, North Dakota, South Dakota, Minnesota, Wisconsin, Wyoming, Nebraska, Iowa, Colorado, Kansas, and Missouri. In addition, this MATOC includes missions for EPA Region 2 in the states of New York and New Jersey.
RESPONSES TO THIS SPECIAL NOTICE MUST BE RECEIVED NO LATER THAN CLOSE OF BUSINESS (COB) 11 June 2026. The Agency will not accept any responses received after this time and date.
ALL RESPONSES SHALL BE SUBMITTED IN WRITING TO THE CONTRACTING OFFICER. Responses should be sent to [email protected] and [email protected]. Telephone responses will not be accepted.
The U.S. Army Corps of Engineers, Seattle District, intends to increase the capacity of the existing Preplaced Remedial Action Contract (PRAC) Multiple-Award Task Order Contract (MATOC) under solicitation number W912DW-26-IncreaseCapacityPRAC. This special notice describes a planned $10,000,000 increase to the original $75,000,000 ceiling, bringing the total shared capacity to $85,000,000. The action applies to seven active contracts—W912DW19D1020, W912DW19D1021, W912DW19D1022, W912DW19D1023, W912DW19D1024, W912DW19D1025, and W912DW19D1026—which were originally awarded as 8A 8A set-asides for a five-and-half-year duration. The increase is necessary to address unanticipated mission requirements and ensure continued coverage for ongoing task orders without the delays or cost duplications associated with establishing a new contract vehicle.
The PRAC MATOC provides hazardous, toxic, and radioactive waste remediation services for both civilian and military agencies. These services fall under NAICS 562910 Remediation Services and PSC F999 OTHER ENVIRONMENTAL SERVICES. The scope of work supports five districts within the Northwestern Division of the Army Corps of Engineers, including Seattle, Walla Walla, Portland, Kansas City, and Omaha. The geographic footprint covers Washington, Oregon, Idaho, Montana, North Dakota, South Dakota, Minnesota, Wisconsin, Wyoming, Nebraska, Iowa, Colorado, Kansas, and Missouri, as well as EPA Region 2 missions in New York and New Jersey.
The Department of the Army is managing this requirement through the Seattle District office. Written responses to this intent to increase capacity must be submitted to the contracting point of contact, John Scola, by the deadline of June 11, 2026. The proposed modification is subject to the negotiation of individual task order modifications and is being pursued under the justification for one responsible source to meet ongoing federal remediation needs across the United States.
