OUTCOME 2 - EDUCATE AND ENGAGE: ATTRACT AND RETAIN STUDENTS IN STEM DISCIPLINES THROUGH A PROGRESSION OF EDUCATIONAL OPPORTUNITIES FOR STUDENTS, TEACHERS, AND FACULTY. THROUGH STRATEGIC PARTNERSHIPS, THE CONSORTIUM FACILITATES AND ENCOURAGES COOPERATIVE PROGRAMS AMONG UNIVERSITIES, AEROSPACE INDUSTRY, GOVERNMENT, AND NON-PROFIT AGENCIES TO SUPPORT THE NASA MISSION. CONSORTIUM GOALS AND OBJECTIVES TO ACHIEVE THIS MISSION ARE DESCRIBED IN THE PROPOSAL. THESE GOALS ARE CARRIED OUT THROUGH THE CONSORTIUM'S PROGRAM CATEGORIES OF NASA INTERNSHIPS, FELLOWSHIPS AND SCHOLARSHIPS, HIGHER EDUCATION, RESEARCH INFRASTRUCTURE, PRECOLLEGE AND INFORMAL EDUCATION. THROUGHOUT ALL ITS PROGRAMS, THE CONSORTIUM EMPHASIZES TRAINING PROFESSIONALS, ESPECIALLY WOMEN AND UNDERREPRESENTED, FOR CAREERS IN MATHEMATICS, SCIENCE, ENGINEERING, AND TECHNOLOGY IN AREAS OF IMPORTANCE TO NASA AND THE STATE OF IOWA. EACH PROGRAM CATEGORY IS DESCRIBED IN THE PROPOSAL NARRATIVE. ALIGNMENT BETWEEN CURRENT PROGRAM AREAS OF EMPHASIS IDENTIFLED BY NASA AND THE IOWA PROPOSAL FOR 2015-18 INCLUDE SUPPORT OF EXPERIENTIAL LEARNING OPPORTUNITIES, ESPECIALLY WITH FACULTY RESEARCH MENTORS, AND DELIVERY OF NASA CONTENT AND STEM PROFESSIONAL DEVELOPMENT. | IN IOWA, PROJECED CLIMATE SHIFTS (E.G., INCREASES IN EXTREME EVENTS) COUPLED WITH INTENSE AGRICULTURAL ACTIVITIES (E.G.,INCREASED DEMANDS FOR BIOFUEL PRODUCTION) CREATE A CHALLENGING SET OF QUESTIONS AND CHOICES FOR SCIENTISTS, POLICY MAKERS, FARMERS, AND BUSINESSES. MOTIVATED BY TBESE CHALLENGES AND OPPORTUNITIES, A NASA EPSCOR GRANT PROGRAM IS PROPOSED THAT FOCUSES ON TBE LINKS BETWEEN NET C02 EMISSIONS, LAND USE-CHANGES, AND SOIL ORGANIC CARBON (SOC). OUR LONG TERM VISION FOR THE IOWA NASA EPSCOR PROJECT IS TO BUILD RESEARCH CAPACITY WITHIN THE STATE AND REGION TO QUANTIFY THESE LINKS WHILE ESTABLISHING A PROGRAM OF NATIONAL STATURE FOR CARBON CYCLE STUDIES IN INTENSE AGRICULTURAL SYSTEMS. TO PURSUE THIS VISION, WE'VE ASSEMBLED AN EXTERNAL ADVISORY BOARD OF EXPERTS IN THE FIELD OF CARBON DYNAMICS FROM NASA RESEARCH CENTERS AND THE USDA-NATIONAL SOIL SURVEY CENTER (NSSC). THIS SPECIFIC RESEARCH PROGRAM BRINGS TOGETHER A QUALIFIED TEAM OF SCIENTISTS TO ADDRESS THIS MULTIDISCIPLINARY PROJECT FROM FOUR DEPARTMENTS AT TWO IOWA UNIVERSITIES AND THE USDA NATIONAL LABORATORY FOR AGRICULTURE&ENVIRONMENT (NLAE). IN THIS RESEARCH PROGRAM, WE PROPOSE TO INVESTIGATE THE IMPACT OF LAND-USE CHANGES AND ASSOCIATED AGRICULTURAL PRACTICES ON SOC SEQUESTRATION POTENTIAL WITH THE GOAL OF PROVIDING BETTER ESTIMATES OF FUTURE TRENDS IN C02 EMISSIONS WITHIN THE REGION. IN COLLABORATION WITH THE NASA COLLABORATORS THE EPSCOR INVESTIGATORS HAVE DISCUSSED AND DEVELOPED A TWO-PRONGED METHODOLOGICAL APPROACH (BOTTOM-UP, TOP-DOWN) TO MEET OUT OVERARCBLNG GOAL OF RESEARCH CAPABILITY BUILDING. THE BOTTOM-UP APPROACH PROMOTES UNDERSTANDING OF THE RELATIONSHIP BETWEEN LAND USE/LAND COVER AND CO2. THE TOP-DOWN APPROACH PROVIDES UNDERSTANDING THE CARBON CYCLE AT MULTIPLE SCALES. A CENTRAL PART OF OUR METHODOLOGICAL DESIGN IS TO INTERCOMPARE AND RECONCILE TO THE EXTENT POSSIBLE C02 FLUXES OBTAINED FROM THE BOTTOM-UP AND TOP-DOWN APPROACHES. FROM THE LATTER INTERCOMPARISON WE WILL BE ABLE TO IDENTIFY AREAS OF IMPROVEMENT FOR THE LARGER SCALE MODELS. THE CARBON CYCLE NASA EPSCOR PROGRAM WILL TEST THE DEVELOPMENT OF METBODS AND MODELS OF CARBON BUDGETS AT A SMALLER, REGIONAL SCALE, WHICH WILL EVENTUALLY BE APPLIED AT LARGER SCALES. THE PROPOSED ANALYSIS IS A CRITICAL COMPONENT OF ANY SYSTEM FOR DETETMINING CARBON CREDITS THAT MAY BE DEVELOPED IN THE FUTURE. OUR RESEARCH PROGRAM IS EXPECTED TO LEAD TO INFRASTRUCTURE, PARTNERSHIPS, AND COLLECTION OF UNIQUE DATA FOR ELUCIDATING THE ROLE OF LAND-USES AND MANAGEMENT PRACTICES ON CARBON LOSSES AND GAINS IN INTENSE AGRICULTURAL ENVIRONMENTS, THUS ACHIEVING SUSTAINABLE EXTRAMURAL FUNDING FOR CONTINUED RESEARCH AND STUDENT TRAINING. NASA BENEFITS FROM THE PROPOSED EPSCOR RESEARCH PROGRAM ARE AMPLE AS WE WILL PROVIDE AN IMPROVED UNDERSTANDING OF HOW SOIL AND ATMOSPHERIC MEASUREMENTS TAKEN AT LOCAL AND REGIONAL SCALE CAN BE USED TO PROVE THE BIOGEOCHEMICAL MODELS CRITICAL TO NASA'S FORECASTS OF ATMOSPHERIC COMPOSITION, LAND COVER, AND CLIMATE AT DECADE.-TO-CENTURY TIME SCALES. NASA COLLABORATORS WILL PROVIDE VITAL NASA/USGS LANDSAT AND MODIS SATELLITE IMAGERY REQUIRED TO RUNNING THE BIOSPHERE FLUX MODELS. IN ADDITION, THEY WILL ACTIVELY PARTICIPATE IN THE INTERCOMPARISON EXERCISES. | IN THIS RESEARCH CAPACITY AND COMPETITIVENESS BUILDING PROJECT, A NEW TYPE OF HIGH RATE, HIGH CAPACITY, AND HIGH CYCLE LIFE LITHIUMSULFUR BATTERY (LSB) WILL BE DEVELOPED THAT WILL ADVANCE THE STATE-OF-THE-ART IN LITHIUM CELL ENERGY, POWER DENSITIES, AND CYCLE LIFETIME, WHILE AT THE SAME TIME IMPROVING THE SAFETY OF SUCH CELLS OVER CURRENT DESIGNS. NASA HAS IDENTIFIED ADVANCED BATTERIES AS CRITICALLY IMPORTANT FOR THE NEXT GENERATION OF HUMAN SPACE EXPLORATION AND A RECENT REPORT BY THE NATIONAL RESEARCH COUNCIL HAS CONCURRED THAT BATTERY ADVANCES ARE NEEDED TO FURTHER EXPAND OUR UNDERSTANDING OF THE EARTH AND UNIVERSE. LITHIUM-ION BATTERIES WERE EMPLOYED IN THE 2011 MARS SCIENCE LABORATORY ROVER AND HAVE BEEN SELECTED FOR USE ON THE INTERNATIONAL SPACE CENTER. NASA'S TECHNICAL OBJECTIVE FOR BATTERY TECHNOLOGY DEVELOPMENT IS TO IMPROVE THE PERFORMANCE OF RECHARGEABLE CELLS TO MEET THE ENERGY STORAGE REQUIREMENTS OF HUMAN MISSIONS. NASA'S APPROACH IS TO DEVELOP ADVANCED LITHIUM BATTERY COMPONENTS TO SAFELY PROVIDE SUBSTANTIALLY HIGHER SPECIFIC ENERGY AND ENERGY DENSITY THAN IS CURRENTLY AVAILABLE. BATTERY CELLS WILL BE DESIGNED TO ADDRESS THE NEEDS OF EVA SUITS AND ARE EXPECTED TO HAVE BROAD BENEFIT ACROSS THE FLEET OF FUTURE EXPLORATION VEHICLES. NEW CLASSES OF HIGH ENERGY DENSITY BATTERIES BASED UPON THE LITHIUM-SULFUR SYSTEM ARE ESPECIALLY ATTRACTIVE AND HOLD GREAT PROMISE IN ADVANCING THE MISSION CAPABILITIES OF NASA'S SPACE EXPLORATION PROGRAMS. THE METHOD OF APPROACH WILL BE TO DEVELOP A NEW DOUBLE HALF-CELL (DHC) LSB DESIGN WHERE A HIGH LITHIUMM ION CONDUCTIVITY SOLID ELECTROLYTE IS PLACED BETWEEN THE ANODE AND CATHODE AND IN DOING SO TWO DIFFERENT AND INDEPENDENTLY OPTIMIZED LIQUID ELECTROLYTES CAN BE USED FOR EACH ELECTRODE. THIS DESIGN WILL SOLVE THREE MAJOR PROBLEMS PRESENT IN LSBS, 1) IT WILL COMPLETELY STOP POLYSULFIDE CROSS-OVER, 2) IT WILL LIMIT DENDRITIC LITHIUM GROWTH, AND 3) IT WILL GREATLY LIMIT SELF-DISCHARGE. OUT OF THIS RESEARCH, THERE WILL BE TWO MAJOR OBJECTIVES OF THE PROJECT: WE WILL DEVELOP SUSTAINABLE EXPERIMENTAL AND THEORETICAL RESEARCH CAPABILITY, CAPACITY, AND COMPETITIVENESS IN HIGH-RATE HIGH-CAPACITY LSBS BY COLLABORATING WITH NASA RESEARCHERS, INDUSTRY PARTNERS, AND 4- AND 2- YEAR COLLEGE COLLABORATORS, AND WE WILL DEVELOP SUSTAINABLE BATTERY RESEARCH FUNDING AND PROGRAMS IN THE BROAD AREA OF ELECTROCHEMICAL ENERGY STORAGE FOR LOAD LEVELING, PLUG-IN AND HYBRID ELECTRIC VEHICLES, AND PORTABLE ELECTRONICS BY USING THESE RESEARCH CAPACITY AND COMPETIVENESS BUILDING EFFORTS. TO ACHIEVE THE FIRST OBJECTIVE, THERE ARE THREE OUTCOMES: WE WILL DEVELOP AND CHARACTERIZE NEW HIGH LI+ ION CONDUCTIVITY SOLID ELECTROLYTES FOR NEW DHC LSBS, WE WILL DEVELOP AND CHARACTERIZE NEW HIGH LI+ AND E- CONDUCTIVITY, HIGH SURFACE AREA, HIGH POROSITY NANO- AND MESO-SCALE COMPOSITE SULFUR CATHODES, AND WE WILL EVALUATE LIQUID ELECTROLYTES THAT ARE OPTIMIZED FOR THE ANODE AND CATHODE COMPARTMENTS TO OPTIMIZE THE BATTERY PERFORMANCE OF DHC LSBS. TO ACHIEVE THE SECOND OBJECTIVE, THERE ARE THREE OUTCOMES: WE WILL DEVELOP COMPUTATIONAL AND LABORATORY PROCEDURES AT ISU NECESSARY TO OPTIMALLY SELECT AND THEN PREPARE MATERIALS FOR AND ASSEMBLE LSBS AND THEN ELECTROCHEMICALLY TEST THEM, WE WILL USE THIS EPSCOR PROJECT TO ENABLE ISU TO COMPETE IN NEW RESEARCH PROPOSAL COMPETITIONS DIRECTED AT NEW BATTERY SYSTEMS FOR USE IN LARGE LOAD LEVELING ENERGY STORAGE, FOR USE IN PLUG-IN AND ELECTRIC VEHICLE APPLICATIONS, AND FOR USE IN PORTABLE ELECTRONIC APPLICATIONS, AND WE WILL USE THIS TECHNOLOGY ENABLING RESEARCH THAT IS FOCUSED ON NASA SPACE APPLICATIONS TO DEVELOP NEW RESEARCH CAPACITY AND COMPETITIVENESS IN THE STATE OF IOWA AND TO DEVELOP NEW BATTERY TECHNOLOGIES OF HIGH COMMERCIAL VALUE FOR TERRESTRIAL APPLICATIONS.
