IGF::OT::IGF TASK ORDER NNC16TA03T FOR FREEJET TESTING OF A DUAL MODE RAMJET (DMRJ) AT LOW MACH CONDITIONS. THE OVERALL OBJECTIVE OF THIS WORK IS TO CONDUCT A SUBSCALE 3X FREE-JET TEST USING THE AR 3RD GENERATION FLOWPATH ARCHITECTURE INTEGRATED WITH PRE-EXISTING FACET INLET, NOZZLE AND PEDESTAL HARDWARE. THE TEST WILL BE CONDUCTED IN NASA LANGLEYS 8-FT HIGH TEMPERATURE TUNNEL (HTT) BETWEEN MACH 2 AND MACH 4 FLIGHT CONDITIONS IN ORDER TO ASSESS PERFORMANCE AND OPERABILITY AND TO VALIDATE DESIGN TOOLS. THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE DESIGN, MANUFACTURE AND TEST SUPPORT OF THE 3RD GENERATION POWERHEAD, INCLUDING THE REFURBISHMENT OF THE FACET TEST RIG AND INTEGRATION OF THE POWERHEAD. THE CONTRACTOR SHALL PERFORM THE FOLLOWING TASKS: (1) TASK PLANNING AND STATUS REPORTS, (2) 3RD GENERATION COMBUSTOR OPTIMIZATION AND PRE-TEST ANALYSES, (3) FACET HARDWARE REFURBISHMENT, (4) 3RD GENERATION POWERHEAD FABRICATION AND RIG INTEGRATION (5) FACET HARDWARE INSTALLATION AND TEST SUPPORT, (6) POST-TEST DATA ANALYSIS AND REPORTING, AND (7) VEHICLE INTEGRATION ASSESSMENT. TASKS 1 AND 6 ARE REQUIRED TASKS AND TASK 7 HAS BEEN IDENTIFIED AS AN OPTIONAL TASK. THE CONTRACTOR SHALL ASSESS PERFORMANCE AND OPERABILITY THROUGH COMBUSTOR INLET INTERACTION AND POWERHEAD FLAME STABILITY AS IT RELATES TO THE FLIGHT RESEARCH VEHICLE CONCEPT DERIVED FROM THE STUDY CONDUCTED IN NASA CONTRACT: NNC10BA08B, TASK: NNC15TA03T. THE DERIVED FLIGHT RESEARCH VEHICLE DEFINITION AND ASSUMPTIONS WILL BE PROVIDED BY NASA. THE RL10 ENGINE IS RENOWNED IN THE HISTORY OF LIQUID ROCKET PROPULSION WITH VERSIONS POWERING LAUNCH VEHICLES FOR OVER 60 YEARS. WHILE CERTAIN ASPECTS AND TECHNOLOGIES USED IN THE RL10 CLASS ENGINES HAVE BEEN UPDATED, MANY OF THE PARTS ARE STILL HANDMADE WHICH SIGNIFICANTLY INCREASES THE PRODUCTION TIME AND COST OF THE FINISHED ENGINE BUILD. THE RL10 CLASS OF ENGINES IS CURRENTLY BASELINED FOR USAF AND NASA RELATED EXPENDABLE LAUNCH VEHICLES THROUGH 2030. WITH CURRENT FISCAL CHALLENGES FOR OUR COUNTRY, IT IS IMPERATIVE THAT THE RL10 PRODUCTION UNIT PRICE BE REDUCED. ONE OF THE BIGGEST CONTRIBUTORS TO ITS COST IS THE LARGE NUMBER OF TOUCH LABOR HOURS NECESSARY TO PRODUCE THIS ENGINE. THE PURPOSE OF THIS TASK IS TO INVESTIGATE THE APPLICABILITY OF AN ADVANCED MANUFACTURING METHOD REFERRED TO AS ADDITIVE MANUFACTURING TO REDUCE COMPONENT FABRICATION TIME, COST AND POTENTIALLY ENABLE PERFORMANCE IMPROVEMENTS. THE CONTRACTOR SHALL PERFORM TRADE STUDIES AND, IN CONJUNCTION WITH THE GOVERNMENT, SELECT HIGH PAYBACK PARTS OF THE RL10 ENGINE TO BE MANUFACTURED BY ADDITIVE MANUFACTURING PROCESS AND EXECUTE AN ENGINEERING AND VERIFICATION EFFORT TO CERTIFY THE SELECTED COMPONENTS ARE READY FOR PRODUCTION TRANSITION.
