SUMMARY WE PROPOSE TO INTEGRATE REMOTE SENSING PRODUCTS, IN SITU DATA AND MODELS IN SUPPORT OF LONG TERM NEEDS BY THE NOAA CALIFORNIA CURRENT INTEGRATED ECOSYSTEM ASSESSMENT (CCIEA), NATIONAL MARINE SANCTUARY PROGRAMS, THE BUREAU OF OCEAN ENERGY MANAGEMENT, AND THE STATE OF CALIFORNIA. OUR GOAL IS TO QUANTIFY RELATIONSHIPS BETWEEN CLIMATE, THE OCEAN ENVIRONMENT (PHYSICS, CHEMISTRY) AND MARINE FOOD WEBS (FROM MICROBES TO FISH AND TOP PREDATORS), WITH THE AIM OF PROVIDING PREDICTIVE UNDERSTANDING OF MARINE ECOSYSTEM RESPONSES TO ENVIRONMENTAL CHANGE. OUR TEAM IS COMPOSED OF MEMBERS FROM ACADEMIC/RESEARCH AND DEVELOPMENT (UCSC, OREGON STATE, MBARI, POINT BLUE, HUMBOLDT STATE), FEDERAL GOVERNMENT (NOAA) AND IOOS REGIONAL ASSOCIATION (CENCOOS) INSTITUTIONS. REMOTE SENSING PRODUCTS INCLUDE SST, SEA LEVEL, CHLOROPHYLL (AND FLUORESCENCE LINE HEIGHT) AND WINDS AS WELL AS DERIVED PRODUCTS (I.E. SEASCAPES) THAT INTEGRATE THE MEASUREMENTS ABOVE. STANDARD MODEL OUTPUT (I.E. CURRENTS, SALINITY) COMPLEMENT REMOTE SENSING AND ARE USED IN THE DERIVED PRODUCTS. IN SITU DATA ARE PROVIDED BY NOAA FISHERIES AND CALCOFI, ACADEMIC AND PRIVATE RESEARCH INSTITUTIONS, THE ANIMAL TELEMETRY NETWORK AND WILL INCLUDE TRADITIONAL (NETS, MICROSCOPES) AND INNOVATIVE (EDNA, ACOUSTICS, VIDEO) APPROACHES. THE MODELS UTILIZE NUMERICAL AND STATISTICAL APPROACHES. AN ENSEMBLE APPROACH WILL BE DEVELOPED AND MODELS THAT AGREE OR DISAGREE WILL BE IDENTIFIED TO BETTER DEFINE UNCERTAINTIES INVOLVING IN THE PREDICTION OF ECOSYSTEM RESPONSE. MODELING APPROACHES WILL BE COMPARED TO REMOTE SENSING PRODUCT VARIABILITY. A STATISTICAL MODEL FOR ESTIMATING FORAGE (KRILL, SMALL PELAGICS) SPECIES DISTRIBUTION UTILIZING INFORMATION ON WINTER-PRECONDITIONING OF UPWELLING (CHEMISTRY, PHYSICS) AND REMOTE SENSING AND IN SITU DATA (PHYTOPLANKTON AND ZOOPLANKTON) DURING SPRING, WILL BE DEVELOPED. WE WILL ALSO EVALUATE THE PHYSICAL AND BIOLOGICAL CHARACTERISTICS ASSOCIATED WITH CALIFORNIA CURRENT SEASCAPES USING A COMBINATION OF PHYSICAL, BIOLOGICAL AND ECOLOGICAL TIME SERIES TO BETTER DEFINE WHICH REMOTE SENSING PRODUCTS (AND THEIR HETEROGENEITY AREA, SPATIAL INTENSITY) BEST DESCRIBE PROCESSES RELATED TO OBSERVATIONS OF FOOD WEB STRUCTURE, FORAGE SPECIES AND TOP PREDATOR DISTRIBUTION AND RISKS DURING EXTREME EVENTS (I.E. THE BLOB, MARINE HEATWAVES). THE U.S. ANIMAL TELEMETRY NETWORK (ATN) IS A MULTI-AGENCY PROGRAM HOSTED WITHIN THE NOAA IOOS PROGRAM OFFICE AND IS FUNDED BY THE BUREAU OF OCEAN ENERGY MANAGEMENT (BOEM), THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION (NOAA), AND THE OFFICE OF NAVAL RESEARCH (ONR). THE ATN PROVIDES A MECHANISM TO CREATE ALLIANCES AMONG FEDERAL AND NONFEDERAL, STATE, REGIONAL, TRIBAL, AND ACADEMIC PARTNERS TO MAXIMIZE COLLABORATIONS, MAXIMIZE ACCESS TO TELEMETRY DATA, IMPROVE DATA STANDARDS AND SHARING CAPABILITY, AND TO BRING PERMANENCE TO A U.S. NATIONAL BASELINE TELEMETRY NETWORK. THE MARINE BIODIVERSITY OBSERVATION NETWORK (MBON) IS A GROWING GLOBAL INITIATIVE COMPOSED OF REGIONAL NETWORKS OF SCIENTISTS, RESOURCE MANAGERS, AND END-USERS WORKING TO INTEGRATE DATA FROM EXISTING LONG-TERM PROGRAMS TO IMPROVE OUR UNDERSTANDING OF CHANGES AND CONNECTIONS BETWEEN MARINE BIODIVERSITY AND ECOSYSTEM FUNCTIONS. MBON PARTNERS IN THE U.S. ARE ALSO CONTRIBUTING TO DEVELOPMENT OF A GLOBAL MBON, WORKING CLOSELY WITH THE GROUP ON EARTH OBSERVATIONS BIODIVERSITY OBSERVATION NETWORK, THE GLOBAL OCEAN OBSERVING SYSTEM (GOOS), AND THE OCEAN BIOGEOGRAPHIC INFORMATION SYSTEM (OBIS). MBON PLAYS AN IMPORTANT ROLE IN ENABLING THE SCIENTIFIC COMMUNITY TO DESCRIBE THE RELATIONSHIPS BETWEEN BIODIVERSITY, ORGANISM ABUNDANCE, SYSTEM PRODUCTIVITY, AND ECOSYSTEM SERVICES. THIS PROPOSAL REQUESTS SUPPORT FOR CONVENING ATN AND MBON STAKEHOLDERS ALONG THE U.S. WEST COAST TO IDENTIFY AND PRIORITIZE STAKEHOLDER NEEDS FOR REGIONAL TELEMETRY AND OTHER TYPES OF OBSERVATIONS OF AQUATIC SPECIES THAT COULD BE SERVED BY AN ANIMAL TELEMETRY NETWORK AND MARINE BIODIVERSITY OBSERVATION NETWORK BASELINE OBSERVING SYSTEMS. WORKSHOP PARTICIPANTS WILL EXAMINE WHETHER THE TYPE AND EXTENT OF EXISTING TELEMETRY AND BIODIVERSITY ASSETS COULD ADEQUATELY SATISFY THESE REQUIREMENTS. THE INFORMATION GENERATED AT THE WORKSHOPS WILL BE USED TO IDENTIFY REGIONAL AND NATIONAL OBSERVATION PRIORITIES TO ENSURE THAT BOTH ARE BEING MET AND TO ASSIST IN DEVELOPING A PLAN FOR SUFFICIENT FUNDING OF THE ENVISIONED NATIONAL ATN TAGGING AND MBON PROGRAMS, AND UNDERSTAND HOW INTEGRATION AND COORDINATION OF THESE ASSETS WILL BE ACHIEVED. OCEANIC PROCESSES THAT CONCENTRATE ZOOPLANKTON AND FORAGE FISH IN SO-CALLED HOTSPOTS (AREAS OF ENHANCED SPECIES ABUNDANCE, DIVERSITY AND/OR TROPHIC INTERACTIONS) HAVE CHALLENGED THE PARADIGM THAT PRIMARY PRODUCTION ALONE DRIVES THE ABUNDANCE OF UPPER TROPHIC LEVELS. ZOOPLANKTON INCLUDING EUPHAUSIIDS (KRILL) AND COPEPODS ARE IMPORTANT GRAZERS OF PHYTOPLANKTON AND PREY SPECIES FOR A DIVERSE ARRAY OF PREDATORS; THEREFORE, THEY REPRESENT A KEY LINK IN MARINE FOOD WEBS. THE DISTRIBUTION OF ZOOPLANKTON IS PATCHY AND OFTEN DECOUPLED FROM PHYTOPLANKTON IN SPACE AND TIME. CONSEQUENTLY, IT HAS BEEN DIFFICULT TO PREDICT THE ABUNDANCE AND DISTRIBUTION OF FISH, SEABIRDS AND MARINE MAMMALS, WHICH DEPEND DIRECTLY ON ZOOPLANKTON FOR GROWTH AND REPRODUCTION, FROM REMOTELY-SENSED VARIABLES SUCH AS CHLOROPHYLL OR PRIMARY PRODUCTION. IMPROVED UNDERSTANDING OF THE CONNECTIONS BETWEEN PRIMARY PRODUCTION, ZOOPLANKTON AND LIVING MARINE RESOURCES WOULD BE OF GREAT SCIENTIFIC, MANAGEMENT AND CONSERVATION VALUE. THE GOAL OF THIS PROJECT IS TO FURTHER OUR KNOWLEDGE OF THE FUNDAMENTAL PHYSICAL AND BIOLOGICAL PROCESSES THAT DETERMINE THE LOCATION AND INTENSITY OF ZOOPLANKTON HOTSPOTS. WE PROPOSE TO COMBINE REMOTE SENSING PRODUCTS, ECOSYSTEM MODELS AND IN SITU DATA TO INVESTIGATE ZOOPLANKTON HOTSPOTS ALONG THE U.S. WEST COAST AND THEIR RELATIONSHIP WITH ENVIRONMENTAL FORCING, LOWER AND HIGHER TROPHIC LEVELS. WE WILL SIMULATE THE DISTRIBUTION OF HOTSPOTS USING TWO DIFFERENT, COMPLEMENTARY APPROACHES THAT CAPTURE THE AVERAGE LOCATION OF KNOWN HOTSPOTS: 1) A HIGH-RESOLUTION COUPLED BIOPHYSICAL MODEL, AND 2) A SIMPLE COMBINATION OF SATELLITE-BASED WINDS AND CURRENTS WITH PLANKTON GROWTH AND GRAZING EQUATIONS. OUR SIMULATIONS WILL BE EVALUATED AGAINST IN SITU OBSERVATIONS OF KRILL FROM FISHERIES SURVEYS AND DISTRIBUTIONS OF KRILL PREDATORS (E.G., SEABIRDS AND MARINE MAMMALS). ONCE VALIDATED, THE SIMULATIONS WILL BE USED TO IDENTIFY SPECIFIC REMOTELY-SENSED FEATURES THAT FAVOR ZOOPLANKTON AGGREGATION AND THE POTENTIAL FORMATION OF MULTI-SPECIES ECOSYSTEM HOTSPOTS. MONTEREY BAY AQUARIUM RESEARCH INSTITUTE UTILIZING ECOSYSTEM INFORMATION TO IMPROVE THE DECISION SUPPORT SYSTEM FOR CENTRAL CALIFORNIA SALMON SALMON, THE QUINTESSENTIAL SPECIES REPRESENTING HEALTHY PACIFIC ECOSYSTEMS, FLUCTUATE ON INTERANNUAL TO MULTI-DECADAL TIME SCALES, BUT UNDERSTANDING THEIR POPULATION FLUCTUATIONS IS COMPLICATED BY THE FACT THAT SALMON SPAWN IN RIVERS, YET SPEND MUCH OF THEIR LIFE IN THE OPEN OCEAN. SALMON MANAGEMENT TRADITIONALLY HAS FOCUSED ON FRESH WATER (WATERSHED) ASPECTS OF THEIR LIFE CYCLE, BUT RECENTLY THE EMPHASIS HAS SHIFTED TO THE OCEAN AND PELAGIC FOOD WEBS, WHICH HAVE BEEN IMPLICATED IN THE CLOSURE OF SALMON FISHERIES IN CALIFORNIA AND OREGON FOR 2008 (AND PROBABLY 2009). RECOGNIZING THAT VARIATION IN THE OCEANIC ENVIRONMENT PLAYS A CRITICAL ROLE IN FISH ABUNDANCE, MANAGEMENT OF MARINE FISHES, INCLUDING SALMON, IN THE U.S. HAS BEEN MOVING TOWARD AN ECOSYSTEM-BASED APPROACH, IN WHICH CLIMATIC AND OCEANOGRAPHIC INFORMATION IS INTEGRATED IN ECOLOGICALLY-BASED STOCK ASSESSMENTS AND HARVEST CONTROL RULES (I.E., QUOTAS). AT THE SAME TIME THE QUANTITY AND QUALITY OF (I) IN SITU CLIMATIC AND OCEANOGRAPHIC DATA, (II) SYNOPTIC, LARGE SCALE MEASUREMENTS OF THE BIOSPHERE FROM SPACE-BASED REAL TIME SENSORS, (III) HIGH PERFORMANCE COMPUTING CAPABILITIES, (IV) HIGH-RESOLUTION PHYSICAL MODELS, AND (V) THEORIES OF MARINE ECOSYSTEM DYNAMICS HAVE INCREASED DRAMATICALLY. THESE ADVANCES NOW MAKE POSSIBLE A NOVEL APPROACH TO PRODUCE TIMELY AND ACCURATE FORECASTS OF THE ENVIRONMENTAL CONDITIONS WHICH DRIVE FISH POPULATIONS THAT WOULD ALLOW FISHERIES MANAGERS TO ADAPT AND MODIFY MANAGEMENT STRATEGIES. THE COUPLING OF OPERATIONAL OCEANOGRAPHY AND MANAGEMENT SCIENCE IS THE OVERARCHING GOAL OF THIS PROJECT: WE CAN NO LONGER AFFORD TO WAIT SEVERAL YEARS FOR INFORMATION TO BE DIGESTED BY SCIENTISTS BEFORE IT IS MADE AVAILABLE TO MANAGERS. HEREIN WE PROPOSE TO COMBINE TWO HIGHLY-QUALIFIED SCIENTIFIC TEAMS, ONE SPECIALIZING IN PHYSICAL AND NUMERICAL MODELING OF MARINE ECOSYSTEM DYNAMICS USING NASA REMOTE-SENSING PRODUCTS AND MODELS AND THE OTHER SPECIALIZING IN EMPIRICALLY-BASED FOOD WEB AND FISHERIES OCEANOGRAPHY, TO IMPROVE THE EXISTING DECISION SUPPORT SYSTEM FOR CALIFORNIA SALMON MANAGEMENT. USING AN INTEGRATIVE PHYSICAL-ECOLOGICAL APPROACH, INCLUDING NASA CLIMATIC AND OCEANOGRAPHIC PRODUCTS, WE WILL DESIGN AND IMPLEMENT ECOSYSTEM-LEVEL NOWCASTS AND FORECASTS OF OCEANOGRAPHIC CONDITIONS AND THEIR IMPACT ON OCEAN SALMON SURVIVAL. USING COMBINED NUMERICAL AND EMPIRICAL-STATISTICAL MODELING OF OCEAN SURVIVAL OF INDIVIDUAL SALMON COHORTS WHILE AT SEA, WE WILL IMPROVE FORECASTS OF SALMON ABUNDANCE (AND FISHERIES) TO FACILITATE BETTER DECISIONS BY MANAGEMENT. WE WILL EMPHASIZE THE TRANSLATION OF OUR SCIENTIFIC FINDINGS BY CONDUCTING TARGETED OUTREACH (PRESENTATIONS) TO END-USERS (MANAGERS) AS THE PROJECT PROGRESSES, INCLUDING THE SALMON TECHNICAL TEAM OF THE PACIFIC FISHERIES MANAGEMENT COUNCIL AND NOAA-NMFS MANAGERS CHARGED WITH ASSESSING THE VIABILITY OF THREATENED AND ENDANGERED SALMON STOCKS UNDER THE ENDANGERED SPECIES ACT (ESA). MORE SPECIFICALLY, WE WILL DEVELOP BIOPHYSICAL INDICES THAT CAN BE INCORPORATED DIRECTLY INTO SALMON STOCK ASSESSMENT MODELS, HARVEST CONTROL RULES, AND ESA BIOLOGICAL OPINIONS AND RULINGS. IN THE COURSE OF THIS APPLIED RESEARCH, WE WILL EXPLORE ECOLOGICAL INTERACTIONS BETWEEN SALMON AND THE ENVIRONMENT, ECOSYSTEM PRODUCTIVITY, AND PREDATOR-PREY DYNAMICS WITHIN THE CALIFORNIA-OREGON COASTAL ECOSYSTEM.
