DETERMINING THE VIABILITY AND PROCESS FOR INTEGRATING COASTAL AND MARINE ECOSYSTEMS OTHER THAN MANGROVE, SEAGRASSES AND TIDAL MARSHES INTO CLIMATE CHANGE POLICY APPROACHES AND CLARIFYING AND ACCELERATING THE SCIENCE NECESSARY TO FACILITATE THIS PROCESS (FOR EXAMPLE, CONSERVATION OF MACROALGAE FOR CLIMATE MITIGATION), 3. CLARIFYING AND MODELING THE CUMULATIVE IMPACTS OF A CHANGING CLIMATE (E.G. TRENDS.EARTH IS AN INNOVATIVE TOOL THAT LEVERAGES GOOGLE EARTH ENGINE TO ALLOW USERS EVEN THOSE WITH LIMITED REMOTE SENSING AND GEOGRAPHIC INFORMATION SYSTEM (GIS) EXPERTISE TO PROCESS AND USE EARTH OBSERVATION (EO) DATA, SUCH AS LANDSAT AND MODIS IMAGERY, TO CALCULATE SDG INDICATORS. | ON OCTOBER 19 2015, GOVERNOR ABRAHAM ATARURI DECLARED WEST PAPUA TO BE INDONESIA S FIRST CONSERVATION PROVINCE. THIS VISION OF SUSTAINABLE DEVELOPMENT WENT BEYOND POLICY TOWARDS PROVINCIAL LAW THAT ELEVATES BOTH ECOSYSTEM PROTECTION AND COMMUNITY-BASED RESOURCE MANAGEMENT AS FOUNDATIONS OF FUTURE GROWTH. IN SUPPORT OF THE WEST PAPUA GOVERNMENT S CONSERVATION PROVINCE INITIATIVE, CONSERVATION INTERNATIONAL (CI) IS SUBMITTING THIS PROPOSAL TO BEGIN DEVELOPMENT OF AN ECOSYSTEM ACCOUNTING SYSTEM TO ENABLE BETTER PLANNING, PRIORITIZATION OF CURRENT AND FUTURE GREEN INVESTMENTS, AND PROVIDE FOUNDATIONAL SCIENCE TO SUPPORT THE IMPLEMENTATION OF EXISTING AND NEW REGULATIONS WHILE MONITORING PROGRESS FOR THE CONSERVATION PROVINCE VISION. THE DELIVERABLES IDENTIFIED IN THIS PROPOSAL, IF APPROVED, WILL EFFECTIVELY DEMONSTRATE EARTH OBSERVATIONS (EO) FOR ECOSYSTEM ACCOUNTING EO4EA (GEO WORK PROGRAMME ELEMENT 3.8) THROUGH 1) THE DEVELOPMENT OF AN ECOSYSTEM EXTENT ACCOUNT FOR THE PROVINCE OF WEST PAPUA, IN INDONESIA, AND 2) OUTLINE A CONCEPTUAL FRAMEWORK FOR CREATING OF AN ECOSYSTEM CONDITION ACCOUNT. THE ECOSYSTEM EXTENT ACCOUNT AND PRELIMINARY ECOSYSTEM CONDITION ACCOUNTS WILL BE A PRECURSOR AND REQUISITE TO DEVELOP ECOSYSTEM SERVICE FLOW ACCOUNTS, AND WHICH CAN THEN BE USED TO CALCULATE THE CONTRIBUTION OF ECOSYSTEMS TO THE WEST PAPUA ECONOMY AND HELP DEMONSTRATE THE USE OF ECOSYSTEM ACCOUNTING IN INDONESIA MORE BROADLY. ECOSYSTEM EXTENT WILL BE DELINEATED USING A COMBINATION OF INPUTS BASED ON ECOREGIONS, LANDFORMS, AND VEGETATION COVER. ECOREGION ARE MACRO-ECOSYSTEM DELINEATIONS BASED ON ENVIRONMENTAL AND CLIMATIC DATA SOURCES. ECOREGIONS REPRESENT AREAS WITH HOMOGENEOUS CHARACTERISTICS AND ARE OF IMPORTANCE TO BOTH BROADER PLANNING AND ENVIRONMENTAL MANAGEMENT. INFORMATION ON LANDFORMS REPRESENT THE EFFECTS THAT GEOLOGY AND TOPOGRAPHY HAVE ON LANDSCAPE PROCESSES AND THE SUBSEQUENT ECOSYSTEMS THAT EXIST WITHIN THESE GEOGRAPHICAL SETTINGS. VEGETATION COVER AND LAND-USE DERIVED FROM EO DATA, ARE REPRESENTED IN THE NATIONALLY PRODUCED INDONESIA LANDCOVER PRODUCT WHICH IS CONSISTENTLY UPDATED AND WILL BE ADAPTED TO ACCOUNT FOR CHANGES IN THE ACTUAL EXTENT OF ECOSYSTEMS OVER TIME. TO ADVANCE THE METHODS FOR DEVELOPING AN ECOSYSTEM CONDITION ACCOUNT IN WEST PAPUA A CONCEPTUAL FRAMEWORK WILL BE CREATED AND KEY CONDITION INDICATORS WILL BE IDENTIFIED. THE CONCEPTUAL FRAMEWORK WILL BE DEVELOPED WITH STAKEHOLDER INPUT AND EXPERT OPINION TO ENSURE THAT IT IS REFLECTIVE OF THE NEEDS WITHIN WEST PAPUA. THE KEY INDICATORS WILL BE ASSESSED BASED ON THE NEEDS IDENTIFIED IN THE CONCEPTUAL FRAMEWORK, AND WILL HEAVILY DEPEND ON EO DATA. | INDIGENOUS PEOPLES ARE A KEY STAKEHOLDER GROUP FOR ACHIEVING SUSTAINABLE LAND MANAGEMENT AND ADDRESSING GLOBAL CHALLENGES OF CLIMATE CHANGE AND BIODIVERSITY LOSS. THERE IS A NEED TO ENHANCE THE MONITORING CAPABILITIES OF INDIGENOUS ORGANIZATIONS SO THAT THEY CAN READILY ACCESS TECHNICAL TOOLS AND INFORMATION TO PROMOTE SUSTAINABLE MANAGEMENT OF THEIR TERRITORIES, ENSURE INDIGENOUS PEOPLES LIVELIHOODS, AND PROTECT THEIR INTERNATIONALLY RECOGNIZED RIGHTS. WE PROPOSE TO STRENGTHEN THE TECHNICAL CAPACITIES OF INDIGENOUS ORGANIZATIONS IN THE AMERICAS TO HARNESS THE POWER OF EARTH OBSERVATION (EO) DATA FOR ENHANCED SUSTAINABLE LAND MANAGEMENT ACROSS INDIGENOUS LANDS. THE PROPOSED PROJECT ALIGNS WITH THE ONGOING GROUP ON EARTH OBSERVATIONS (GEO) WORK PROGRAMME AMERIGEOSS INITIATIVE TO INCREASE THE REGIONAL CAPACITY FOR SUSTAINABLE LAND USE DECISIONS AND DATA INFRASTRUCTURE UTILIZING EO DATA BY PROMOTING TOOLS AND DATA PLATFORMS DEVELOPED BY COLLABORATORS INVOLVED IN THE AMERIGEOSS INITIATIVE TO NEW AUDIENCES (INDIGENOUS GROUPS) AND NETWORKS. THE PROPOSED PROJECT WILL INCLUDE THREE MAJOR ACTIVITIES AND WILL LEVERAGE CURRENT CI INITIATIVES IN THE FOCAL GEO COUNTRIES BY FOCUSING NEEDS ASSESSMENTS AND CAPACITY BUILDING ACTIVITIES WITH INDIGENOUS ORGANIZATIONS IN ECUADOR, PERU, AND COSTA RICA. FIRST, WE WILL DEVELOP METHODS FOR AN INNOVATIVE PARTICIPATORY NEEDS ASSESSMENT TO UNDERSTAND HOW A SELECTION OF INDIGENOUS GROUPS CURRENTLY APPROACH SUSTAINABLE LAND MANAGEMENT DECISIONS RELATED TO THE FOUR AMERIGEOSS FOCAL SOCIETAL BENEFIT AREAS (I.E., FOOD SECURITY AND AGRICULTURE, DISASTER RESILIENCE, WATER RESOURCES MANAGEMENT, BIODIVERSITY AND ECOSYSTEM SUSTAINABILITY) AND HOW THE USE OF EO DATA AND TOOLS COULD IMPROVE DECISION-MAKING. SECOND, IN COLLABORATION WITH NASA S APPLIED REMOTE SENSING TRAINING (ARSET) PROGRAM, WE WILL DESIGN TARGETED TRAINING MATERIALS AND CONDUCT WEBINARS AND ON-SITE TRAININGS TO IMPROVE LAND MANAGEMENT UTILIZING EO DATA, PRODUCTS, AND TOOLS BASED ON THE RESULTS OF THE NEEDS ASSESSMENT. TO FACILITATE IMPLEMENTATION AND GLOBAL KNOWLEDGE EXCHANGES, THESE TRAININGS WILL ALIGN WITH GLOBAL INITIATIVES ENGAGING INDIGENOUS GROUPS TO PROMOTE SUSTAINABLE LAND MANAGEMENT (E.G., THE WORLD BANK S DEDICATED GRANT MECHANISM FOR INDIGENOUS PEOPLES AND LOCAL COMMUNITIES, THE INTERNATIONAL INDIGENOUS PEOPLES FORUM ON CLIMATE CHANGE (IIPFCC), AND INDIGENOUS PEOPLES ACTIVITIES UNDER THE UNITED NATIONS FRAMEWORK CONVENTION ON CLIMATE CHANGE). THE ANTICIPATED RESULTS FROM THIS WORK ARE: 1) A NOVEL FRAMEWORK FOR ENGAGING VITALLY IMPORTANT STAKEHOLDERS -- INDIGENOUS ORGANIZATIONS -- TO UTILIZE EO DATA TO INFORM DECISIONS AND ACTIONS FOR SUSTAINABLE RESOURCE MANAGEMENT; 2) ENHANCED CAPACITY OF INDIGENOUS REPRESENTATIVES FROM AT LEAST THREE AMERIGEOSS COUNTRIES TO ASSESS AND USE EO DATA IN DECISION-MAKING; AND 3) INCREASED KNOWLEDGE EXCHANGE OF EO APPLICATIONS WITHIN INDIGENOUS COMMUNITIES IN THE AMERICAS AND GLOBALLY. | THE INTERNATIONAL BLUE CARBON SCIENTIFIC WORKING GROUP HAS IDENTIFIED ESSENTIAL KNOWLEDGE GAPS AND CATALYZED INTERNATIONAL RESEARCH EFFORTS TO INCREASE UNDERSTANDING OF COASTAL BLUE CARBON ECOSYSTEMS AND THEIR ROLE IN CLIMATE CHANGE MITIGATION. ADDITIONALLY, THE WORKING GROUP AND ITS MEMBERS HAVE BEEN INTEGRAL TO GLOBAL EFFORTS TO ASSIMILATE THIS SCIENCE INTO BLUE CARBON CONSERVATION ACTIVITIES AND RELATED LOCAL, NATIONAL, AND INTERNATIONAL CLIMATE POLICY. THESE NUMEROUS ADVANCES IN BOTH SCIENCE AND POLICY HAVE PROVIDED AN ESSENTIAL FOUNDATION FOR ACCELERATING CONSERVATION AND RESTORATION OF COASTAL ECOSYSTEMS GLOBALLY. THIS PROPOSAL REQUESTS FUNDING TO SUPPORT FUTURE WORKSHOPS OF THE INTERNATIONAL BLUE CARBON SCIENTIFIC WORKING GROUP TO EXPAND AND CONTINUE THIS PROGRESS. THE IMPORTANCE OF COASTAL BLUE CARBON ECOSYSTEMS SEAGRASSES, TIDAL MARSHES, AND MANGROVES IN ADDRESSING THE CAUSES AND IMPACTS OF CLIMATE CHANGE IS NOW WELL ESTABLISHED. THESE COASTAL ECOSYSTEMS ARE CRITICAL FOR BOTH SEQUESTERING AND STORING SIGNIFICANT AMOUNTS OF BLUE CARBON AND HENCE CONTRIBUTING TO MITIGATION OF CLIMATE CHANGE, AND PROVIDING CRITICAL PROTECTION FROM THE IMPACTS OF CLIMATE CHANGE SUCH AS STORMS AND FLOODING FOR MILLIONS OF THE WORLDS MOST VULNERABLE PEOPLE. THESE ESSENTIAL CLIMATE AND PROTECTIVE SERVICES ARE IN ADDITION TO THE IMPORTANCE OF THESE COASTAL WETLANDS FOR MAINTAINING FISHERIES, MAINTAINING WATER QUALITY AND NUMEROUS OTHER ESSENTIAL ECOSYSTEM SERVICES. DESPITE THEIR IMPORTANCE, COASTAL BLUE CARBON ECOSYSTEMS ARE SOME OF THE MOST THREATENED ECOSYSTEMS ON EARTH, WITH UP TO 1 MILLION HECTARES BEING DESTROYED EACH YEAR. WHEN DEGRADED OR LOST, BLUE CARBON ECOSYSTEMS CAN BECOME SIGNIFICANT SOURCES OF GREENHOUSE GASES. ALTHOUGH THE COMBINED GLOBAL AREA OF MANGROVES, TIDAL MARSHES, AND SEAGRASS MEADOWS EQUATES TO ONLY 2 TO 6 PERCENT OF THE TOTAL AREA OF TROPICAL FORESTS, THEIR ONGOING LOSSES ACCOUNT FOR UP TO 19 PERCENT OF EMISSIONS FROM GLOBAL DEFORESTATION GIVEN THEIR HIGH CARBON CONTENT A TOTAL OF 0.5 BILLION TONS OF CO2 EMISSIONS ANNUALLY. DEVELOPING AND IMPLEMENTING COASTAL POLICY AND MANAGEMENT THAT PRIORITIZE CONSERVATION AND RESTORATION OF THESE ECOSYSTEMS FOR THEIR CLIMATE MITIGATION POTENTIAL REQUIRES THAT RESEARCH IS FOCUSED ON SPECIFIC SCIENTIFIC ISSUES NEEDED TO SUPPORT POLICY AND CONSERVATION AND THE RESULTS ARE ACCESSIBLE OUTSIDE THE SCIENTIFIC COMMUNITY. | OVER THE PAST THREE YEARS, THE INTERNATIONAL BLUE CARBON SCIENTIFIC WORKING GROUP HAS SUPPORTED AND CATALYZED INTERNATIONAL RESEARCH EFFORTS TO INCREASE KNOWLEDGE OF COASTAL BLUE CARBON ECOSYSTEMS AND THEIR ROLE IN CLIMATE CHANGE MITIGATION. ADDITIONALLY, THE WORKING GROUP AND ITS MEMBERS HAVE BEEN INTEGRAL TO GLOBAL EFFORTS TO INTEGRATE THIS SCIENCE INTO BLUE CARBON CONSERVATION ACTIVITIES AND LOCAL, NATIONAL, AND INTERNATIONAL CLIMATE POLICY. THESE NUMEROUS ADVANCES IN BOTH SCIENCE AND POLICY RELATED TO COASTAL CARBON PROVIDE AN ESSENTIAL FOUNDATION FOR ACCELERATING CONSERVATION AND RESTORATION OF COASTAL ECOSYSTEMS GLOBALLY. THIS PROPOSAL REQUESTS FUNDING TO SUPPORT FUTURE WORKSHOPS OF THE INTERNATIONAL BLUE CARBON SCIENTIFIC WORKING GROUP TO EXPAND AND CONTINUE THIS PROGRESS. THE COASTAL ECOSYSTEMS OF MANGROVES, SEAGRASSES, AND SALTMARSHES PROVIDE AN ARRAY OF ESSENTIAL ECOSYSTEM SERVICES, INCLUDING THE SEQUESTRATION AND STORAGE OF CARBON. HOWEVER, THESE ECOSYSTEMS ARE SOME OF THE MOST THREATENED GLOBALLY, BEING LOST AT AN AVERAGE RATE OF 2% PER YEAR. WHEN THESE SYSTEMS ARE LOST OR DEGRADED DUE TO POOR MANAGEMENT OR LAND USE CHANGE, THEIR ORGANIC CARBON STORES CAN BE RELEASED AS CO2 IN GLOBALLY RELEVANT QUANTITIES. DEVELOPING AND IMPLEMENTING COASTAL POLICY AND MANAGEMENT PRIORITIZING CONSERVATION AND RESTORATION OF THESE ECOSYSTEMS FOR THEIR CLIMATE MITIGATION POTENTIAL REQUIRES THAT SPECIFIC SCIENTIFIC ISSUES ARE ADDRESSED AND THE RESULTS ARE ACCESSIBLE OUTSIDE THE SCIENTIFIC COMMUNITY. PRIORITY ISSUES NEEDED TO SUPPORT POLICY INCLUDE: MAPPING GLOBAL DISTRIBUTION OF BLUE CARBON ECOSYSTEMS, IDENTIFYING FACTORS INFLUENCING DISTRIBUTION AND HABITAT QUALITY CHANGE OVER TIME, MODELING CARBON SEQUESTRATION AND STORAGE IN THESE SYSTEMS, DETERMINING THE CARBON (AND OTHER) EMISSIONS ASSOCIATED WITH SPECIFIC LAND CONVERSION TYPES, ESTABLISHING STANDARDIZED BEST-PRACTICES FOR MONITORING CARBON IN THESE SYSTEMS AND ESTABLISHING STANDARDIZED AND GLOBALLY ACCESSIBLE SOURCES OF DATA. THROUGH ITS WORKSHOPS, THE INTERNATIONAL BLUE CARBON SCIENTIFIC WORKING GROUP IDENTIFIES THESE ISSUES, DETAILS APPROACHES TO ADDRESSING THESE RESEARCH GAPS AND INCREASES AWARENESS WITHIN THE BROADER SCIENTIFIC COMMUNITY. FURTHER, THE WORKING GROUP ACTIVELY WORKS TO INTEGRATE THESE RESULTS INTO COASTAL POLICY AND MANAGEMENT. CONSERVATION INTERNATIONAL (CI) COORDINATES THE INTERNATIONAL BLUE CARBON SCIENTIFIC WORKING GROUP THROUGH THE BLUE CARBON INITIATIVE, IN PARTNERSHIP WITH THE INTERGOVERNMENTAL OCEANOGRAPHIC COMMISSION (UNESCO) AND IUCN. THE WORKING GROUP IS FOCUSED ON SYNTHESIZING CURRENT AND EMERGING SCIENCE ON BLUE CARBON AND PROVIDING THE ROBUST SCIENTIFIC BASIS FOR COASTAL CARBON CONSERVATION, MANAGEMENT, AND ACCOUNTING. THE WORKING GROUP HOLDS WORKSHOPS AT LEAST ANNUALLY IN LOCATIONS WITH SIGNIFICANT BLUE CARBON ECOSYSTEMS. THE SPECIFIC SCIENTIFIC GOALS OF EACH WORKSHOP VARY ACCORDING TO CURRENT SCIENTIFIC AND POLICY DEVELOPMENTS, HOWEVER, A GOAL OF EACH MEETING IS TO NURTURE RELATIONSHIPS BETWEEN THE WORKING GROUP AND SCIENTISTS IN THE HOST COUNTRIES, BUILD CAPACITY WITHIN THE HOST COUNTRY BOTH WITHIN THE SCIENTIFIC AND POLICY COMMUNITIES, STIMULATE NEW COLLABORATIONS, AND FOSTER INTEREST AND FOCUS ON BLUE CARBON ECOSYSTEMS BY COMMUNITIES AND POLICYMAKERS IN THE HOST COUNTRY. | THE NATURAL COASTAL ECOSYSTEMS OF SEAGRASSES, TIDAL MARSHES, AND MANGROVES SEQUESTER AND STORE LARGE QUANTITIES OF "BLUE" CARBON IN BOTH THE BIOMASS AND IN THE ORGANIC-RICH SEDIMENT (CHUMURA ET AL. 2003, DUARTE ET AL. 2005, MCLEOD ET AL. 2011, DONATO ET AL. 2011). THESE ECOSYSTEMS ARE BEING DEGRADED AND DESTROYED AT A RAPID PACE ALONG THE WORLD'S COASTLINES, RESULTING IN GLOBALLY SIGNIFICANT EMISSIONS OF CARBON DIOXIDE INTO THE OCEAN AND ATMOSPHERE AND CONTRIBUTING TO CLIMATE CHANGE (DONATO ET AL. 2011, FOURQUEAN ET AL. 2012). CONSERVATION INTERNATIONAL (CI) IS LEADING AN INTERNATIONAL CONSORTIUM FOCUSED ON DEVELOPING CONSERVATION AND MANAGEMENT TOOLS TO PROTECT COASTAL SYSTEMS FOR THEIR CARBON SEQUESTRATION AND STORAGE CAPACITY. TO ACHIEVE THIS, THE CONSORTIUM HAS IMPLEMENTED THE BLUE CARBON INITIATIVE, WHICH INTEGRATES EXPERT OPINION ON THE SCIENCE, POLICY, AND ECONOMICS OF COASTAL "BLUE" CARBON THROUGH EXPERT WORKING GROUPS, PILOT PROJECTS, INTERNATIONAL POLICY, AND CAPACITY BUILDING. CI RESPECTFULLY REQUESTS $60,000 TO SUPPORT TWO MEETINGS OF THE INTERNATIONAL SCIENTIFIC BLUE CARBON WORKING GROUP IN 2012-2013. THE WORKING GROUP PROVIDES THE SCIENTIFIC FOUNDATION OF THE INTERNATIONAL BLUE CARBON INITIATIVE. | CONSERVATION INTERNATIONAL HAS DEVELOPED A SUITE OF NEAR REAL-TIME FIRE AND DEFORESTATION MONITORING AND FORECASTING SYSTEMS THAT CHANNEL SATELLITE OBSERVATIONS DIRECTLY TO NATIONAL AND SUB-NATIONAL GOVERNMENT AGENCIES, NGOS, AND LOCAL STAKEHOLDERS IN MADAGASCAR, INDONESIA, PERU AND BOLIVIA. A RECENT USER SURVEY SUPPORTED THE VALUE OF THESE TOOLS FOR STRENGTHENING FOREST SURVEILLANCE AND MONITORING, FIRE MANAGEMENT AND PREVENTION, PROTECTED AREAS MANAGEMENT AND SUSTAINABLE LAND USE PLANNING, AND DOCUMENTED THE OUTSTANDING NEEDS AND CHALLENGES USERS FACE IN ADDRESSING WILDLAND FIRE AND ITS IMPACTS. THE SURVEY IDENTIFIED ESSENTIAL NEED FOR SEASONAL FIRE FORECASTS FOR EFFECTIVE LAND USE PLANNING, FASTER ALERT DELIVERY TO ENHANCE RESPONSE TO ILLEGAL ACTIVITIES, AND EXPANDED MONITORING CAPABILITIES THAT ENABLE PROACTIVE RESPONSES AND THAT STRENGTHEN CONSERVATION AND SUSTAINABLE DEVELOPMENT ACTIONS. THIS PROPOSAL SEEKS TO RESPOND TO THESE DEMANDS BY ENHANCING THE CURRENT SYSTEM TO INCLUDE IMPROVED ECOLOGICAL FORECASTING OF FIRE; EXPANDING DATA EXCHANGE CAPABILITIES TO STRENGTHEN FIRE-RELATED DISASTER PREVENTION, PREPAREDNESS AND RESPONSE; AND DELIVERING NEW PRODUCTS THAT INFORM POLICIES RELATED TO LAND USE MANAGEMENT, REDD+, AND AIR QUALITY/HEALTH.
