The United States Postal Service (USPS) is soliciting proposals for the Ohio North & South Job Order Contract (JOC) under solicitation number 089495-26-A-0052. This indefinite delivery indefinite quantity (IDIQ) ordering agreement involves a series of individual repair and construction projects at various Postal Service facilities, with primary performance located in Akron, Ohio. The contract is classified under NAICS 236220 for Commercial and Institutional Building Construction and PSC Z2HB for the repair or alteration of Government-Owned Government-Operated (GOGO) R&D facilities.
The program uses a Construction Task Catalog (CTC) maintained by Gordian, which provides pre-set unit prices for local labor, materials, and equipment. Responding firms must propose Adjustment Factors to be applied to these unit prices. For individual projects, contractors will participate in Joint Scope Meetings to define requirements before the Postal Service issues a Request for Proposal. The contractor then prepares a Price Proposal Package by multiplying CTC unit prices by the required quantities and the proposed Adjustment Factors. Each project is finalized as a firm-fixed-price work order containing a detailed scope of work and a specific completion schedule.
All proposals must be submitted through the USPS eSourcing portal, Coupa, by the response deadline of May 8, 2026. Interested organizations must complete the registration process using the attached Coupa Supplier Registration Form and Quick Reference Guide to receive bidding invitations. Jennifer Santiago serves as the point of contact for registration and bid requests. Gordian, Inc. will assist the Postal Service in managing the IDIQ program, including providing technical specifications, information management systems, and training to participating contractors.
