Please see attached amendment to the solicitation which updates the Statement of Work, clarifying questions received on the solicitation, as well as extending the date for submission of proposals until 27 June 2018 at 10:00 AM EST. Additionally it changes the evaluation criteria AND requires the submission package include an electronic copy of a recent calibration record demonstraing the accuracy, detection limits, and limits of quantiification as applicable for each test apparatus to be used in the performance of the contract. This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures for Chemical Analysis Services in Support of Naval Surface Warfare Center Carderock Division as specified in the attached Statement of Work. This solicitation is a full and open competition. This announcement constitutes the only solicitation and a written solicitation will not be issued. Quotes are being requested under Request for Proposal (RFP) no. N0016717R0019. The NAICS code is 541380 and the business size standard is $38.5 mil. This requirement is being solicited as a full and open competition. The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2005-98 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20180514. SEE ATTACHED SOLICITATION FOR CLAUSES AND PROVISIONS. The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely proposals received from eligible offerors on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate proposals and award a contract without discussions with offerors. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Evaluation Factors (in order of importance) 1. Technical - Offerors' quotes must reflect the required Statement of Work included in the RFP. 2. Price - Offerors' proposal must include all applicable costs. See 52.212-2- EVALUATION OF PROPOSALS, incorporated into this solicitation at pages 25 - 26, for additional information regarding the evaluation process for this award.
