This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Drug Enforcement Administration (DEA) has a requirement for the procurement of Towing and Storage Services of Vehicles for the Houston Field Division within the continental United States as specified in the attached solicitation. This is a request for quotation (RFQ) number 15DDHQ21Q00000124. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-04. This procurement is a 100% set-aside for Small Business. The associated NAICS code is 493110, General Warehousing and Storage, and small business size standard is $30 million. The Government intends to issue a Blanket Purchase Agreement (BPA) in accordance with FAR Subpart 13.303, Blanket Purchase Agreements (BPAs). THIS IS AN ALL OR NONE RFQ. PARTIAL SUBMISSIONS AND LATE SUBMISSIONS WILL NOT BE ACCEPTED. A list of line item number(s) and items, quantities, and units of measure are specified in the attached RFQ, Exhibit 1 (Pricing Sheet), with a description of each item to be acquired. The period of performance is estimated to be 10/01/2021 through 09/30/2026. Services will be ordered on an as needed basis. Defense Priorities and Allocations System (DPAS) does not apply to this procurement. Include a completed copy of Federal Acquisition Regulation (FAR) provision 52.212-3, Offeror Representations and Certifications-Commercial Items with your quote. FAR provision 52.212-1 (Instructions to Offeror-Commercial), FAR clause 52.212-4 (Contract Terms and Conditions-Commercial Items) and 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items) apply to this acquisition. See Section 4 of the solicitation for all other applicable provisions and clauses. All sources who submit a timely and complete quote in accordance with the Instructions in Section 5 of the solicitation will be considered. Incomplete submissions will not be considered for award. Award will be based on lowest price, technically acceptable (LPTA).
