After award action: Per the request of the SBO, ACC-RI corrected the classification of W52P1J-21-Q-0013 from 8a Set Aside tofull and open unrestricted. Amendment 03: 1. The US Army Contracting Command-Rock Island (ACC-RI) is issuing Amendment 0003 to Solicitation W52P1J-21-Q-0013 to: a. Resolve discrepancies between the Solicitation and Attachment 0001 UAE LODGING PWS dated 15JAN2021. b. Revise Attachment 0002, Price Matrix UAE Lodging Rates, to remove all references to the language Base Year or Option Year and replace that language with Ordering Period and add the corresponding Ordering Period dates to line 9 of each EXCEL Ordering Period TAB. All interested parties shall submit a completed quotation, to include the provided pricing matrix, Attachment 0002, completed as described on page two, paragraph five of the Solicitation. Any other manipulation of the pricing matrix will render the offerors proposal ineligible for award. A completed quotation requires the offeror to complete ALL fill-ins for the applicable clauses within the Solicitation and Attachment 0003, Additional Clauses Addendum. Further, the offeror shall sign a copy of the Solicitation, and each Amendment thereto and submit with its quotation. Based on Amendment 0003, the date of quotation submission has been extended. The following questions were submitted by industry in regards to RFQ. Official answer follow each question: Question #1: Contractor asked the following, on document #2, what 30 days, 5 weeks and 2 months means in terms of how many guest rooms you need each night and for how many nights. What do the days, weeks and months #'s mean please, in reference to your guest room needs? Answer: The listed quantities in Attachment 0002, Price Matrix UAE Lodging Rates, column F are the annual estimated Government usage for each room type and period, days/weeks/months, of the requirement. 30 days indicates the total estimated number of days the Government will occupy each corresponding room type as described in column B annually. 5 weeks indicates the total estimated number of weeks the Government will occupy each corresponding room type as described in column B annually. 2 months indicates the total estimated number of months the Government will occupy the corresponding room type as described in column B annually. The estimated number of days/weeks/months are provided as information to assist the offeror in developing its daily/weekly/monthly rate for each room type described in column B. Due to unknown mission tempo the exact quantity and type cannot be determined. Official answer follow each question: Question #1: How many rooms nights do you expect to consume over the course of this BPA please? Answer: Please refer to Attachment 0002 Price Matrix UAE Lodging Rates. Annual estimated Government usage for each room type and period of requirement are listed. These estimated usages will be used to calculate your quotes overall price. Due to unknown mission tempo the exact quantity and type cannot be determined. Question #2: Do you expect that the rooms will take place over specific months/periods of the year or days of the week, for example? Answer: Due to uncertainty and evolving mission tempo the exact days and dates cannot be determined. 3. All other terms and conditions of RFQ W52P1J-21-Q-0013 remain unchanged and in effect. The US Army Contracting Command-Rock Island (ACC-RI) is seeking businesses willing to enter into a Blanket Purchase Agreement (BPA) to support 831st Transportation Battalion (831st TRAN BN) requirement for hotel accommodations / lodging services in the United Arab Emirates (UAE) at the following location: Dubai.The services to be procured under these BPAs are daily, weekly and/or monthly lodging accommodations and shall be in accordance with Attachment 0001, Performance Work Statement (PWS), dated 15 January 2021. There is no minimum guarantee with award of a BPA.The Government is issuing Solicitation W52P1J-21-Q-0013 on a Full-and-Open competitive basis. The Government anticipates awarding multiple BPAs, though it reserves the right to award only one BPA, or none at all. The Government reserves the right to add additional BPA holders in the future, if needed, and to remove BPA holders who fail to provide a quote on at least fifty (50) percent of issued request for quotes (RFQs) for the period of performance. The Government will award BPA(s) on a Fixed Price basis as detailed below. Award(s) will be five (05) ordering periods with a length of twelve (12) months each and an evaluated six (06) month Option to Extend Services.
