The TSI brand respirator test system was originally chosen because it was the only known system equipped to test the N95 respirators which are used by several USDA facilities.
TSI is the Manufacturer for the Porta Counts used and they perform their own cleaning and calibration services.
The 8038 model incorporates two units (the N95 companion and regular Porta Count) into one unit for better portability and less cables, hoses, and other apparatus. This unit has a much better sensitivity so that fit-testing can be performed in areas that were "too clean" before. The 8038 model can be used with or without the laptop and incorporates the new OSHA fit-test measurement times that will enhance and shorten the overall fit-test procedure.
PortaCount Pro+ Universal Respirator Fit Tester
Includes: Porta Count Pro+ w/ Built-in N95-Companion, AC Adapter, Alcohol Cartridge, Alcohol Fill Capsule, Storage Cap, Two HEPA Filters, Operation & Service Manual, Alcohol Supplies, 3/16 and 1/4 Inch Hose Adapters, Two Spare Alcohol Wicks, Carrying Case, 100 Probe Sets w/ Probe Insertion Tool, FitPro Lite Test Software, Software Manual, 1 Gig USB Flash Memory Drive, USB Interface Cable.

The United States Department of Agriculture (USDA) Animal Plant Health Inspection Services (APHIS), Employee Services Division (ESD) intends to negotiate a firm-fixed-price, three-year follow-on Blanket Purchase Agreement for calibration and cleaning services for 33 TSI Brand PortaCounts. These units are mission-critical components of a Respiratory Protection Program developed to comply with OSHA and APHIS requirements, specifically regarding Avian Influenza respirator fit-testing. The TSI brand was selected as it was the only system equipped to test N95 respirators used by USDA facilities, and the 8038 model currently in use integrates two units into one for enhanced sensitivity and portability.
This requirement is identified by solicitation number PR1086910 and is classified under NAICS code 334519, Other Measuring and Controlling Device Manufacturing, and PSC 6665, HAZARD-DETECTING INSTRUMENTS AND APPARATUS. Performance is centered in Riverdale, Maryland, though the units are utilized by trained personnel nationwide. The agency is pursuing a noncompetitive acquisition because the manufacturer, TSI, performs its own cleaning and calibration services for these proprietary units. This procurement follows a series of previous agreements for the same services dating back to 2012.
The USDA has issued this Special Notice to announce its intent to award to a single source, though firms that believe they can meet the requirements may submit capability statements. Submissions must include detailed information about products and services along with three references from customers currently using those services. Responses are due to the Contracting Officer, Carol Dingess, by 4:00 p.m. MST on February 13, 2023. Supporting evidence must demonstrate the ability to provide three calibrations for each of the 33 PortaCounts over the three-year period.
