R--8(A) ENVIRONMENTAL REMEDIATION SERVICES AT VARIOUS LOCATIONS WITHIN NAVAL AND MARINE CORPS INSTALLATIONS PRIMARILY IN IN CALIFORNIA AND TO A LESSER EXTENT IN ARIZONA AND NEVADA

The services to be acquired will be to perform environmental remedial actions; removal actions; remedial design; expedited and emergency response actions; pilot and treatability studies; remedial action systems operation and maintenance; and other related activities associated with returning sites to safe and acceptable levels of contamination. Remedial actions may include, but will not be limited to capping landfills, pump-and-treat remediation, bioremediation, soil vapor extraction, natural attenuation, bioventing, air sparging, thermal treatment, phytoremediation, soil washing, and free product recovery. Perform services to operate, maintain, monitor, and optimize performance of remedial action systems including the implementation of monitoring plans. Types of remedial actions systems to be operated, maintained, and monitored may include but is not limited to: capped landfills, pump-and-treat remediation, bioremediation, soil vapor extraction, natural attenuation, bioventing, air sparging, reactive walls, thermal treatment, phytoremediation, soil washing, capped aquatic environments, storm water systems, and free product recovery. Related services include: 1. Perform operations, maintenance, and monitoring of remediation systems in compliance with the systems Operations and Maintenance (O&M) Plans, and with all applicable federal, state, and local laws and regulations including, but not limited to: the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), the Superfund Amendments and Reauthorization Act (SARA), the Resource Conservation and Recovery Act (RCRA), the Clean Air Act (CAA), the Clean Water Act (CWA), the Safe Drinking Water Act (SDWA), the Toxic Substances Control Act (TSCA), any subsequently promulgated federal, state, and local laws and regulations, and any applicable DoD, Navy and/or Marine Corps policies, procedures, and instructions. 2. Sample and analyze materials and media related to O&M of the remediation systems. 3. Develop technical memoranda and reports including, but not limited to: the findings of inspection, monitoring, testing, sampling, modeling, and five-year reviews and response complete/site closure reports. 4. Evaluate sampling strategy, data collection, QA/QC and field procedures to maximize program efficiency, and support compliance and closure objectives. 5. Optimize system performance by evaluating its design, operation, energy utilization, alternative sources of supply, equipment reliability, process control, and maintenance program. 6. Identify system upgrades/changes or technology enhancements to improve efficiency and reduce costs. 7. Implement system modifications and revise O&M plans to match the new requirements. 8. Provide technical and administrative support for public involvement activities, as required. 9. Prepare human health and ecological risk assessments, as required. 10. Conduct site verification activities that may include, but are not limited to, groundwater sampling, soil gas sampling, and soil sampling and reporting, as required. 11. Evaluate Navy compliance with activity-specific institutional controls, as required. 12. Assist Navy to justify reopening Records of Decision or other Decision Documents and negotiate system shutdown or modification, based on regulatory and technical logic. 13. Develop environmental planning documents required to support any of the activities as stated in individual task orders issued under this contract. 14. Establish, maintain, and perform abandonment of monitoring wells, as required. 15. Manage and dispose of wastes resulting from the work performed under this contract. 16. Provide support with Geographic Information Systems (GIS), Computer-Aided Design (CAD), and electronic data management. Contaminants. The contaminants will include, but are not limited to, those identified and regulated under RCRA, CERCLA, Toxic Substances Control Act (TSCA), Solid Waste Disposal Act (SWDA), and petroleum oils and lubricants (POL). The contaminants included are predominately solvents, POL, metals, acids, bases, reactives, polychlorinated biphenyls (PCBs), and pesticides. Contaminants may be present in soils, sediments, ground water, air, sludge, surface water, and man-made structures. Contaminated sites may be landfills, hazardous waste treatment storage and disposal facilities, tanks, lagoons, firefighting training areas, or other facilities. GEOGRAPHICAL COVERAGE: Work is expected to be performed at various locations in Naval and Marine Corps installations primarily in California and to a lesser extent in Arizona and Nevada. Individual Contract Task Orders will designate the exact location where the work is to be performed.
