The Architect of the Capitol, Acquisition & Material Man. Div., has issued this presolicitation notice under solicitation number AOCACB26R0034 for annual utility tunnel safety and health audits. The objective of the requirement is to provide US Capitol Power Plant management with an assessment of current conditions and operational practices within utility tunnels to ensure compliance with local, state, and federal safety and health regulations. The resulting audit report must evaluate the potential for tunnel or pipe failure and address specific structural and system issues such as concrete spalling de-laminations, cracks, damaged pipe insulation, and the condition of electrical conduits. These audits must be completed under the direction of a Certified Industrial Hygienist and/or Safety Specialist, as well as Mechanical and Electrical Engineers, and must include digital photographs of all findings.
