The Army Contracting Command-Rock Island (ACC-RI), acting on behalf of the Joint Munitions Command, intends to issue a Request for Proposal for the operation, maintenance, and modernization of the Hawthorne Army Depot in Hawthorne, Nevada. As a Government-Owned Contractor-Operated facility, the depot serves as the largest Army Depot in the Organic Industrial Base and is the only such facility providing demilitarization capabilities. The scope of work includes supply depot operations, munitions storage, receipts, and issues, alongside the demilitarization of munitions. The operating contractor will also manage base support operations, including environmental services, fire protection, safety, security, and the modernization of equipment and facilities.
This requirement is identified under NAICS 561210 Facilities Support Services and PSC M1EA Operation of Ammunition Facilities. There is no set-aside designated for this procurement. ACC-RI plans to conduct a two-phase best-value subjective tradeoff source selection to award a single Indefinite Delivery Indefinite Quantity contract featuring Firm-Fixed-Price line items. The anticipated structure includes a five-year base period, an evaluated five-year option to be executed at award, and two additional unevaluated five-year options. If all options are exercised, the total period of performance will reach 20 years, beginning with a six-month transition period in calendar year 2026.
