The Federal Highway Administration (FHWA) intends to solicit a single-source co-sponsorship through a supplemental contribution to PIARC to support the Special Project on Digital Twins Global Progress: Real-World Practices and Outcomes in the Road and Mobility Sector. PIARC is an international intergovernmental road organization, and as a member, the FHWA provides technical and material contributions to support its efforts in developing tools for road transportation decision-making. This project seeks to synthesize definitions, standards, and use cases for digital twins to assist road administrators in developing implementation strategies. The performance of this effort is located in Washington, DC, and falls under NAICS code 922190, Other Justice, Public Order, and Safety Activities, and PSC U005, Education/Training- Tuition/Registration/Membership Fees.
The project's scope includes conducting literature reviews and producing a report that addresses the relationship between digital twins and Building Information Modeling (BIM), explores global standards, and identifies technologies suitable for road network operations. Research will analyze both successful and unsuccessful case studies across varying levels of digital development to highlight implementation challenges, risks, and opportunities. Key areas of inquiry involve the integration of digital twins with Connected and Automated Vehicles (CAVs), the identification of low-cost technologies, and the establishment of best practices for interoperability and stakeholder communication.
