JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION - Material Property Testing of Thermal Protection System

NASA Ames Research Center (ARC) issued this special notice to announce its intent to award a sole source, single-award Blanket Purchase Agreement (BPA) to Kratos Defense & Rocket Support Services, Inc. for the material property testing of thermal protection systems. The requirement involves high-accuracy material property characterization of NASA-provided materials ranging from low-density conformable or flexible materials to fully densified composites.
