Notice of Intent to Noncompetitively Procure MicroShield Software and Maintenance

The U.S. Nuclear Regulatory Commission (NRC) intends to award a non-competitive purchase order to Grove Engineering Inc. for MicroShield annual software and maintenance. MicroShield is a comprehensive photon and gamma ray shielding and dose assessment program utilized by NRC health physicists, waste managers, and engineers for shield design, source strength estimation, and radiation exposure minimization. As the copyright owner, Grove Engineering Inc. is the sole source authorized to provide maintenance renewals for these licenses. The acquisition is conducted under the authority of FAR 6.103-1, which permits single-source procurement when only one source is reasonably available.

The anticipated contract structure includes a one-year base period of performance beginning June 10, 2026, through June 9, 2027, followed by four one-year option periods to extend the term of the agreement. This software provides interactive tools for graphing, material and source file creation, source inference with decay, and decay heat calculations. Performance will take place in the United States under solicitation number RES-26-0081.
