Pre-solicitation / Notice of Intent Synopsis Solicitation Number: NIHOD2016111 Solicitation Type: Sole Source (Non Competitive) Suggested Source: CLEAN VENTURE Title: Chemical and Low Level Radioactive Waste, Collection, Minimization, and Disposal Service NAICS / Size Standard: 562112 / Standard Size of $10.5M INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A SHORT-TERM CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Institutes of Health (NIH) intends to negotiate and award a short-term IDIQ contract on a noncompetitive sole source basis under the authority of FAR 6.302-1(1)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about October 1, 2016 to Clean Venture for 12 months in total. Under this award, the contractor will continue providing uninterrupted comprehensive chemical, radioactive, and mixed waste collection and management services to the NIH campus located in Bethesda, Maryland, as well as approximately 27 off-campus facilities in Maryland, while a follow-on is re-competed. An initial fixed price task order will be issued with the award. During this period, the government will begin the process of renewing the requirement. It is the government's intent to compete the renewal under full and open competitive procedures.
