Data Analysis for the Quality, Safety & Oversight of the End Stage Renal Disease (ESRD), Transplant, and Organ Procurement Organization (OPO) Programs

The Centers for Medicare and Medicaid Services (CMS) is seeking data analysis and reporting services to support oversight of End-Stage Renal Disease (ESRD), Transplant, and Organ Procurement Organization (OPO) programs. This work involves producing detailed data reports on dialysis facilities, transplant programs, and OPOs for use by CMS, state agencies, and healthcare providers. CMS intends to award a firm-fixed-price contract to the University of Michigan / Kidney Epidemiology and Cost Center (UM/KECC) under FAR 6.302-1, citing the non-commercial nature of the work and the need for specialized expertise. The contractor will generate analytical products summarizing patient characteristics, facility practice patterns, and clinical outcomes. These deliverables, including Dialysis Facility Reports (DFRs), monthly Transplant Program Reports, and OPO-specific summaries, provide the basis for monitoring program quality and safety. Performance is based in Baltimore, Maryland, with reports distributed through a secure website. Although this is a sole-source action, CMS has issued a synopsis to allow for the submission of capability statements. The estimated value for this requirement is $27.9 million. CMS intends to award a firm-fixed-price contract to UM/KECC under FAR 6.302-1 but will consider capability statements from other parties. Work includes summarizing patient and facility characteristics, clinical outcomes, and practice patterns to produce comparative statistics at the state, network, regional, and national levels.
