Purchase of Components, Consumables, and Technical Expertise for ERDC’s Powder and Gas Gun

The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) has a requirement for the purchase of Components, Consumables, and Technical Expertise for ERDCs Powder and Gas Gun. and Repair.This effort will include, but is not limited to, the following: Provide new consumables for operation of both the IBPG system and the 2SLGG. An estimated 250 2SLGG shots will be needed over the next 5 years to accomplish research objectives. Each 2SLGG shot requires up to, but not limited to, 10 consumable parts. Several of the consumable components are designed to tight tolerances and to withstand the elevated pressures of the dynamic event. Provide new components for the ERDC gun systems. The firing of both the IBPG and the 2SLGG systems result in wear as a part of their normal operation. Components such as barrels, breach chambers, and firing pins will need to be periodically replaced. Provide technical support in the form of calls for incidental installation. The ERDC intends to issue an award to Physics Applications, Inc. (PAI) (CAGE Code: 2T434)on a sole source basis. PAI is the sole manufacturer and distributer of the IBPG and the 2SLGG and is the only authorized vendor for the consumables and components required for operation of the systems. PAIs primary business is the design and fabrication of ballistic research launchers, support equipment and instrumentation. They specialize in supplying custom built equipment to meet the customers specific requirements. Both systems, designed and fabricated by PAI, utilize consumable parts as a part of their normal operation. These consumables can only be acquired by the manufacturer (PAI). The award will be issued in accordance with FAR 13.501(a). The NAICS code for this requirement is 334519, Other Measuring and Controlling Device Manufacturing with a Small Business Size Standard of 500 employees. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendors ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether or conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based up responses to this notice, is solely within the discretion of the government.
