The Great Lakes St. Lawrence Seaway Development Corporation (GLS), a wholly owned U.S. Government Corporation within the Department of Transportation, has issued this sources sought notice to identify qualified contractors for the American Bureau of Shipping (ABS) special periodical survey drydocking of the M/V Seaway Guardian. This market research initiative aims to determine the availability, capability, and size status of potential sources under NAICS 336611 Ship Building and Repairing. The GLS operates the U.S. portion of the St. Lawrence Seaway, and this requirement supports the maintenance and repair of the floating plants necessary for safe commercial vessel passage.
The anticipated scope involves the five-year ABS special periodical survey for the M/V Seaway Guardian, a 118-foot steel-hulled towing vessel. The project requires a period of drydocking for hull and load line survey inspections, followed by time at a wet lay berth for trials and completion of surveys. Specific requirements include ABS Special Periodical Drydock Survey #1, automation, hull, and machinery surveys, renewal of Great Lakes Load Line Survey #1, and IAPP and IOPP Annex surveys. Additional work includes various machinery and structural repairs, installations, and coating applications. GLS expects the selected shipyard to complete the work within a one-month timeframe and prefers a geographic location within a 500-mile radius of Massena, New York.
Responses to solicitation number 6923G526SS0005 are due by May 18, 2026. Interested firms must submit a capability statement illustrating three similar projects completed within the last three years, along with company identifiers including Unique Entity Identification (UEI) and CAGE codes. Submissions should be directed to Chora Snyder via email.
