Services that will be acquired using FAR Part 13 procedures and the anticipated award will be made under the authority of FAR 13.106-1(b)(1)(i), Soliciting from a single source. Market Research conducted by OAQ and ERO determined there were no other providers capable of fulfillng the government's need. The Department of Emergency Services and Public Protection was the only source capable of providing access to the COLLECT system, which was established by the State of Connecticut to enable federal, state, and local agencies to conduct research of criminal records and perform background checks to enhance the ability of agencies to identify and locate criminal aliens in the State of Connecticut. OAQ and ERO have completed extensive research and used previous experience to try to identify other sources for the need.
This notice of intent is NOT a request for proposals or quotes. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability to fulfill this requirement by responding to this Notice of Intent no later than 3:00 PM Eastern Daylight Time on June 18, 2026 by email to [email protected]; no telephone communications will be entertained. The subject line in the email shall state “Response to Notice of Intent – Access to COLLECT System.” All information submitted should support the offeror’s capability to provide the supplies and services required and shall be furnished at no cost to the Government. The Government reserves the right to cancel the sole source award. The anticipated primary North American Classification System (NAICS) code is 518210 – Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services.
