MJU-76/B Flare, Countermeasure

The Air Force Life Cycle Management Center (AFLCMC) EBHK is seeking proposals for a Multi-award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) to produce MJU-76/B Thrusted Flares. This requirement supports United States Government and Foreign Military Sales (FMS) through firm-fixed-price delivery orders. The contract includes a five-year ordering period and a one-year option, with the initial delivery order expected to be a buy-to-budget acquisition. While the solicitation identifies Armtec and Chemring as anticipated sources under FAR 6.302-1, the Air Force will consider capability statements or proposals from any responsible source. Performance requires a Secret security clearance, as the package contains classified information governed by the National Industrial Security Program Operating Manual (NISPOM). Proposals are due June 15, 2026, for work primarily in Utah. Technical requirements include First Article Testing (FAT), Measurement System Evaluation (MSE), and specific protocols for handling hazardous materials. The government will provide impulse cartridges and steel pallets as Government Furnished Property (GFP). The Air Force is establishing a Multiple Award Contract (MAC) IDIQ for MJU-76/B Thrusted Flares, supporting both domestic and FMS requirements.
