The Department of Health and Human Services (HHS), Administration for Children and Families (ACF), is conducting market research to identify organizations capable of supporting the Unaccompanied Alien Children (UAC) Program through a Special Population Continuum of Care (CoC) Residential Care Network. This notice, issued by the Office of Refugee Resettlement (ORR) Unaccompanied Alien Children Bureau (UACB), seeks capability statements from providers that can maintain a therapeutic environment for children ages 12 to 17 across six distinct levels of care. The procurement focuses on establishing a network of state-licensed facilities within the contiguous United States to manage specialized populations requiring varying degrees of clinical and supervisory intensity. The requirement includes a cohesive residential network of Diagnostic Centers, Psychiatric Residential Treatment Facilities, Residential Treatment Centers, Therapeutic Group Homes, Heightened Supervision Facilities, and Partial Hospitalization Programs.
